Full Description

The Naval Surface Center, Carderock Division, Philadelphia intends to negotiate on a limited basis with AMSEC LLC, 2829 Guardian Lane, Virginia Beach, VA 23452 and QED Systems, 4646 Witchduck Road, Virginia Beach, VA 23455 to modify contracts N65540-01-D-0025 and N65540-01-D-0026. Contracts N65540-01-D-0025 and N65540-01-D-0026 were awarded based on full and open competition with awards being made to two offerors. The purpose of the modification is to increase effort by approximately 143,320 hours as well as extend the ordering and performance periods in order to bridge the gap and continue blue collar support until the follow-on contract can be awarded on the basis of full and open competition. The contract ceiling amounts will be adjusted accordingly. All other terms and conditions of the existing contracts will remain unchanged. The modification to the existing contracts will utilize other than full and open competition under the authority of 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1(a)(2), supplies or services available from only one responsible source or a limited number of responsible sources and no other type of supply will satisfy agency requirements.
