USCG Response Boat Small Third Generation (RB-S III)
Solicitation # 70Z02326R93250001
The United States Coast Guard is soliciting proposals for the Response Boat Small Third Generation (RB-S III) program to recapitalize its aging fleet of 29-foot RB-S II platforms. This total small business set-aside procurement, under NAICS code 336612, seeks to award up to four Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts for the design, production, testing, and delivery of approximately 411 boats and associated purpose-built trailers. The scope includes comprehensive logistics support, technical documentation, and crew familiarization services. The anticipated ordering period spans ten years, consisting of a two-year base period and an eight-year option period. The acquisition utilizes a two-phase competitive process. In Phase I, the government evaluates written proposals based on mission effectiveness, production and management, and price, with non-price factors being significantly more important. Up to four awardees will each receive an initial delivery order to construct one demonstrator boat and trailer. Phase II consists of a 90-day in-water demonstration to evaluate performance, with the final best-value tradeoff resulting in the selection of a single IDIQ contractor for all subsequent production orders. Phase I proposals are due by 1400 Eastern Time on November 20, 2026, and must be submitted electronically via the DoD Secure Access File Exchange.

The government intends to acquire a single unit of a seal assembly (NSN 7H-2010-015157709, TDP VER 003) on a delivery FOB origin basis, with a quantity of one each. Due to the lack of ownership or rights to the necessary data, and because it is deemed uneconomical to purchase or reverse engineer the part, the contract will be awarded on a sole-source basis under FAR 6.302-1. While the government is open to responsible sources expressing interest or capability, this notice does not constitute a solicitation for competitive proposals. Interested parties have 45 days from the date of the notice to submit proposals, quotations, or capability statements, with a shorter period of 30 days if an award is made under an existing Basic Ordering Agreement. The decision to proceed with competition will be at the government's discretion based on responses received. The contract is managed by the Department of Defense, specifically through the Navsup Weapon Systems Support in Mechanicsburg, Pennsylvania. The presolicitation was posted on April 1, 2025, with a response deadline of May 2, 2025. Interested vendors can contact Abigail R. Hurlbut via email or phone for further details. The procurement focuses on repair or modification of the specified seal assembly, and all responses will be considered solely for the purpose of determining whether to pursue a competitive procurement process.

The most probable causes of contamination are direct-connected manometers, mercury vacuum pumps, mercury seals, or the handling of mercury in the immediate vicinity. Mercury switches, mercury in glass thermometers, standard cells and other items containing mercury may be used if they are located so as not to constitute a contamination hazard. If external contamination by metallic mercury occurs or is suspected, the following test may be used to determine whether contamination by metallic mercury exists or whether corrective cleaning measures have been effective. Enclose the equipment in a polyethylene bag or close-fitting airtight container for eight hours at room temperature (70 degrees F minimum).Sample the trapped air and if mercury vapor concentration is 0.01 mg/cu meter or more, the material is mercury contaminated insofar as the requirements of this contract are concerned. These requirements shall be included in any subcontract or purchase order hereunder and the Contractor shall insure SubContractor compliance with these requirements. Technical questions pertaining to these requirements shall be referred to the Procurement Contracting Officer via the cognizant Administrative Contracting Officer. For background, the following information is provided: Mercury is corrosive to gold, silver, nickel, stainless steels, aluminum and copper alloys. Stainless steels, nickel, and copper alloys are widely used in reactor plants and other submarine/surface ship systems. Accidental trapping of mercury in a component could cause serious damage to vital parts. Mercury is also toxic if inhaled, ingested, or absorbed through the skin. It is evident that grave consequences could result from small amounts of mercury vapor present in an unreplenished submarine/surface ship atmosphere. 4.
