2007 Monterey County General Plan

The County of Monterey is implementing an amended ordinance to Chapter 15.06 of the Monterey County Code to authorize the use of point of use and point of entry drinking water treatment devices. This initiative provides an alternative compliance pathway to centralized treatment, well replacement, or system consolidation for lots on private wells and non-compliant local small, State small, and public water systems within unincorporated Monterey County. The project specifically targets systems that exceed primary drinking water maximum contaminant levels for substances such as nitrate, arsenic, fluoride, cadmium, hexavalent chromium, and 1,2,3-Trichloropropane. This ordinance also extends the use of these treatment devices to support accessory dwelling units and vacant legal lots of record, offering a feasible public health protection option where centralized solutions are impractical. The project, identified by State Clearinghouse number 2007121001, has been processed in compliance with the California Environmental Quality Act, including the preparation of an Environmental Impact Report. A Notice of Determination dated September 1, 2026, confirms that the project was approved and will not have a significant environmental effect. Administrative oversight is managed by the County of Monterey, with Ric Encarnacion serving as the Bureau Chief. The project adheres to Public Resources Code sections 21108, 21152, and 21083 to ensure all environmental and regulatory standards are met.
