Objective York County seeks the installation and successful deployment of the Wi-Fi equipment specified in this RFP at designated locations and on First Energy–owned traffic poles throughout York City to support the County’s Urban Wireless initiatives.
Scope York County requests bids from First Energy qualified vendors to install: 1. Base station antenna, equipment, and cabling at the following eleven (11) feeder site locations with specific location installation requirements in Attachment A – Attachment K. Contractor shall verify site conditions and compliance with Attachment requirements and compliance with First Energy construction and safety standards prior to installation. 2. Wi-Fi equipment on six-hundred forty-five (645) First Energy-owned traffic poles indicated in Attachment L. Specific equipment is indicated in Attachment M. 3. After review of coverage area, Wi-Fi equipment on additional poles determined by the County of York and its partner, Wifinium. Additional pole work will be added as a written addendum to the final contract awarded as a part of this RFP at the same pricing provided in the vendor’s cost proposal, unless otherwise agreed upon by the parties in the written addendum. Contractor Requirements • Schedule and complete work in conjunction with York County’s partner, Wifinium. • Must be a qualified vendor to perform work on First Energy assets. Proof of such qualifications shall be provided with any proposal. • Provide labor and installation materials as indicated in Attachments A- M. • First Energy standards must be met as indicated in Attachment N. • Work with onsite Wifinium engineer to ensure all equipment is operational and properly aligned. • Traffic control in compliance with state and local roadway permit and safety regulation and requirements is the responsibility of the awarded contractor. • Provide close out package with installation photos. • Attend punch list inspection and walkout and provide prompt corrections of identified deficiencies.
Contractor Legal Requirements Contractor must comply with the following legal obligations: • Federal Compliance: Contractor is required to comply with all relevant federal laws, including FCC regulations and guidelines. • State Compliance: Providers must adhere to Pennsylvania’s state regulations concerning requested services. This includes labor standards, prevailing wage laws, and any relevant state-specific rules established by the Pennsylvania Utility Commission. Contract must comply with the Prevailing Wage rates as set by the Department of Labor and Industry for this project as listed in Attachment O. • Local Compliance: Providers must comply with all York County regulations and any additional local government ordinances. This includes permits, zoning laws, and right-of-way access regulations. • Contractor shall indemnify and hold harmless the County, its officers, employees, and agents from and against any and all claims, damages, losses, and expenses arising out of or resulting from the contractor’s failure to comply with any legal requirement. RFP Response Requests York County requests the following from respondents: 1. Cover Letter: Please include company name, address of corporate headquarters, address of nearest local office, contact name, phone, and email address for response. Information regarding your company’s profile, which should include organizational structure and years in business. 2. Cost Estimates: Qualified vendors should submit cost proposals with their response by using the cost sheet in Attachment P. a. In Column B, enter a total price for each location. b. In Column E, enter a price per pole. c. Your Total Proposal Cost will be reflected in E10. 3. Technical and Operational Approach: At a high level, please share the approach that would be used to successfully complete this project. 4. Experience: Please provide a statement of experience discussing past performance, capabilities, and qualifications. Include proof of qualification to perform work on First Energy-owned poles. 5. References: Please provide at least two (2) but no more than four (4) references including contact information. References should be for like work. 6. Restrictions: Please provide a description of any restrictions that would prevent your company from completing all requested poles.
Response Process Please submit your response online via PennBid at www.pennbid.net. 1. Questions: All questions must be submitted to PennBid no later than 4:00 PM August 17, 2026. 2. Response Deadline: Final submissions must be submitted via PennBid no later than 3:00 PM August 21, 2026. 3. Mandatory Walk-Through: All vendors must attend a walk-through of all feeder site locations. This will be a multiple day walk-through due to the number of locations and complexity of the project. The date of this will be added to the public notes on Penn Bid when the date is confirmed. Failure to attend all walk-throughs will result in a rejection of the proposal as non-responsive.
County Rights Reserved 1. York County reserves the right to accept or reject all or portions of any response(s) to the RFP, to waive any formalities of the RFP process, to re-advertise the RFP, to amend the terms of the RFP, to extend the dates provided herein, to suspend the procurement if the desired outcomes are not achieved, to award the contract to the most responsive and responsible respondent(s) as deemed in the best interest of York County, and/or to proceed to provide the services otherwise, as York County may determine in its sole discretion is in the best interest of York County. 2. No reimbursement will be made by York County for any costs incurred in responding to this RFP, developing or submitting responses to the RFP, or attendance at a site inspection, pre-bid conference, or interviews. 3. York County reserves the absolute right to conduct such investigations as it deems necessary to assist in the evaluation of any response to the RFP and to establish the experience, responsibility, reliability, references, reputation, business ethics, history, qualifications and financial ability of the respondent(s), proposed subconsultants, independent Consultants and suppliers. The purpose of such investigations is to satisfy York County that the respondent has the experience, resources and commercial reputation necessary to perform the work and support any warranties in the prescribed manner and time. 4. In the event the RFP responses are considered for an award, York County reserves the right to award the Project to the firm that demonstrates the best ability to fulfill the requirements for performing the subject services. The successful firm will be chosen based on the qualifications, evaluation of submittals, and a possible interview. York County reserves the right to conduct such discussions or negotiations with Proposers or other entities as it deems necessary to assist in the evaluation of any proposal, to secure maximum clarification and completeness of any proposal, and select the proposal that best meets the requirements of York County and the public interest.
