AI Contract Overview

The contract pertains to the 2025 Unit Based Subsidy under the Restore-Rebuild initiative, a program originally launched by HUD in 2021 and now known as the Restore-Rebuild initiative. This program allows housing authorities, such as the Philadelphia Housing Authority, to expand their public housing inventory by adding units under their Faircloth Authority limit through a process that involves a mixed finance transaction and early RAD (Rental Assistance Demonstration) conversion approvals. The initiative facilitates a streamlined transition of developments from pre-development through construction to permanent financing, with the goal of converting units to project-based vouchers (PBV) once they are occupancy-ready. This approach provides lenders and investors with revenue certainty via Housing Assistance Payments contracts, supporting project financing and construction. The solicitation, titled "2025 Unit Based Subsidy - Restore-Rebuild Initiative," was posted on May 13, 2025, with a response deadline of October 31, 2025. It is issued by the Philadelphia Housing Authority, a Pennsylvania-based organization, with a contract size ranging from five million to twenty million dollars. The project aims to support developments within Pennsylvania, emphasizing the expansion and rehabilitation of public housing units through a phased process involving pre-development, construction, and conversion stages. Interested parties can find additional details and respond through the designated online portal.

Full Description

In 2021, HUD introduced a program called Faircloth to RAD Conversions (“RR”) which has since been renamed and is now known as the Restore-Rebuild initiative . The Restore-Rebuild initiative enables a housing authority to utilize its authority to add additional ACC public housing units under its Faircloth Authority limit. Procedurally, developments approved as part of the Restore-Rebuild initiative go to a financial closing as a public housing development through a Mixed Finance transaction but receive pre-approval to convert under the RAD program to project based vouchers (“PBV”) as soon as the units are eligible for occupancy. With early-stage RAD conversion approvals, lenders and investors will have the revenue certainty through familiar Section 8 PBV Housing Assistance Payments (“HAP”) contracts to underwrite the construction of these projects. A Restore-Rebuild conversion goes through three phases: (1) Pre-Development (ACC); (2) Construction; and (3) Conversion to Permanent Financing (RAD). For an in-depth discussion of the of the Restore-Rebuild initiative please see Attachment A – Restore-Rebuild Guide 11-2024.
