2026 Volunteer Fire Capacity Grant
Solicitation # 2139681
The New York State Department of Environmental Conservation is administering the 2026 Volunteer Fire Capacity Grant Program, funded by a federal appropriation of 857,629 dollars. This program provides matching grants to eligible rural fire departments for the purchase of wildland firefighting suppression supplies. To be eligible, departments must be comprised of at least 80 percent volunteer personnel and serve a rural area, defined as a town or village with a population of 10,000 or less based on the 2020 Census. Selected departments can receive a maximum award of 3,500 dollars, which must be matched 50/50 by the recipient. Grant funds must be used for items directly related to wildland firefighting that benefit the local rural community, with a restriction that no individual item exceeds 9,999 dollars. Selection is based on the department's funding history over the previous five years, whether it is a newly formed establishment, and the presence of a Native American community within its jurisdiction. The program operates under federal guidelines from the US Forest Service and the Cooperative Forestry Assistance Act of 1978. Applications are accepted through December 30, 2026. This solicitation does not have specific goals for Service-Disabled Veteran-Owned, Minority, Women, or Disadvantaged Business Enterprises. All inquiries and applications are managed by the Volunteer Fire Capacity Grant Coordinator within the Division of Forest Protection.

The New York State Department of Environmental Conservation (DEC) is administering the 2025 Volunteer Fire Capacity (VFC) Grant Program, which has received a federal appropriation of $851,255 to support rural volunteer fire departments in purchasing wildland firefighting suppression supplies. Eligible fire departments must be at least 80% volunteer and serve rural areas with populations of 10,000 or less, according to the 2020 Census. Selection criteria include prior grant awards within the last five years, whether the department is newly established, and the presence of a Native American community within the department’s jurisdiction. Awards are capped at a maximum of $3,500 per department, with a required 50/50 matching fund from the recipient. Funding can only be used for items directly related to wildland firefighting, and no individual purchase may exceed $9,999. Applications are open until December 22, 2025, and while all eligible rural volunteer fire departments can apply, limited funds mean not all applicants will receive awards. The grants must benefit the rural community served and comply with federal guidelines from the U.S. Forest Service. There are no specific participation goals or set-asides for minority, women, service-disabled veteran, or disadvantaged business enterprises. The program covers all counties in New York State, with further information and application forms available through the DEC’s website or by contacting the designated DEC representative.

Applications will be accepted through December 22, 2025. Pursuant to the Agriculture Appropriations Act, Section 7(b)3 of P.L. 95-313 (Cooperative Forestry Assistance Act of 1978), the New York State Department of Environmental Conservation hereby gives notice of the following: The New York State Department of Environmental Conservation received a federal appropriation of $851,255 for the 2025 Volunteer Fire Capacity (VFC) Grant Program. The DEC will administer VFC grant awards to selected rural fire departments for the purchase of wildland firefighting suppression supplies. Departments will be selected based on whether they have received awards in the previous 5 years and the total amount received for all 5 years, whether they are a newly formed establishment, and the presence of a native American community within their jurisdiction. Due to limited funding, not every fire department that is eligible to apply will receive an award. Grant eligibility and allowable use is based on federal guidelines outlined by the US Forest Service. Fire departments comprised of at least 80% volunteer personnel that serve a rural area within their jurisdiction are eligible to apply for the VFC grant (rural refers to a town or village with a population of 10,000 or less, based on the 2020 Census). Selected fire departments will receive a maximum award of $3,500 and are required to equally match the amount they receive (VFC is a 50/50 matching funds program). Funding must be used to purchase items directly related to wildland firefighting, with no individual item exceeding $9,999. Purchases must be utilized for the direct benefit of the rural community served. Applications will be accepted through December 22, 2025.
