2026 Fall Tree Order

The City of Waterloo is seeking quotations for its 2026 Fall Tree Order under solicitation RFQ26-33. The contract involves the supply and delivery of various trees, including Eastern Red Hemlock and other specified species, to the City of Waterloo Service Centre at 265 Lexington Court. All trees must be delivered in 10-gallon containers during October and November 2026. To ensure quality, the City reserves the right to hand-select trees at the growing facility and may refuse any deliveries that do not meet health and quality criteria, requiring replacement within seven days at no additional cost. Delivery must be made in covered trailers or with sufficient protection to prevent wind damage, and all items must be delivered within 18 hours of loading. The evaluation process consists of three stages: a completeness review, a claim and litigation review, and a final weighted evaluation where the quotation price accounts for 90 percent of the score. While the City may award contracts to multiple vendors, higher consideration will be given to those capable of supplying the majority of the requested trees. Bidders must submit electronic quotations via the bidsandtenders.ca portal by October 9, 2026. Additional requirements include providing a social value project description, adhering to Ontario Living Wage standards, and providing WSIB clearance and insurance certificates upon award. Notably, bidders who are not recognized as Canadian Businesses will have their subtotal contract amount increased by 10 percent during evaluation.
