Naylors Run Stream Restoration and Flood Mitigation Program - Professional Engineering Services

Upper Darby Township is soliciting qualified consultants to provide comprehensive professional engineering services for the Naylors Run Stream Restoration and Flood Mitigation Program, targeting floodplain resilience and streambank stabilization across multiple sites within Delaware County, Pennsylvania. The scope includes survey and base mapping in CAD and GIS formats, hydrologic and hydraulic analyses using HEC-RAS modeling, geotechnical evaluations, environmental investigations, permitting for PADEP Chapters 102 and 105, USACE Section 404, PADEP Section 401 Certification, and local floodplain approvals, as well as the development of progress and final construction plans, technical specifications, construction cost estimates, and detailed schedules. All deliverables must be submitted in five printed copies and one digital format. The project is funded through a PEMA-FEMA grant expiring September 10, 2026, with an extension under review, and the Township retains the right to modify, suspend, or terminate the project based on funding or administrative considerations. Compliance with pass/fail gates is mandatory: consultants must be registered in SAM.gov with proof of good standing, provide a certificate of liability insurance naming the Township and its agents as additional insured, and adhere strictly to the proposal format—failure in any of these areas results in rejection. The cost proposal must be submitted in a separate sealed envelope as a not-to-exceed amount, including detailed line-item breakdowns of labor hours, billing rates for each team member, reimbursable expenses such as survey postage, and estimated costs for meetings with regulatory agencies.
