2027 - 2028 Homeless Prevention

Pierce County has initiated a funding opportunity under solicitation number 26-002-Homeless-Prevention to support efforts aligned with Goal 3 of its 2025-2030 Comprehensive Plan to End Homelessness, which focuses on preventing homeless episodes whenever possible. The contract, titled 2027–2028 Homeless Prevention, awards up to $4,250,000 to a contractor to deliver services that intervene before individuals enter homelessness, targeting populations at highest risk and ensuring interventions are equitable and data-driven. The agreement requires the contractor to operate under strict performance metrics, monthly reporting, and compliance standards, with all outcomes measured against a minimum 90 percent threshold for compliance unless otherwise specified. Service delivery must include documented outcomes, outputs, and a narrative on the number of individuals served and types of interventions provided, with invoices submitted monthly and payment processed within 30 calendar days of receipt of a complete request. The contract period includes options for renewal or extension, and all work must be performed within Pierce County, Washington, with the primary point of contact for procurement and contractual matters located in Tacoma. The contractor is bound by a comprehensive set of legal, operational, and ethical obligations, including adherence to the laws of Washington State and venue in Pierce County Superior Court. The agreement prohibits assignment or subcontracting without prior written approval and mandates a written drug-free workplace policy. Extensive insurance requirements include commercial general liability, sexual abuse and molestation coverage, automobile liability, professional liability, workers’ compensation, crime insurance, cyber liability, and technology professional liability, each with specific minimum limits. The contractor must comply with federal and state non-discrimination laws covering civil rights, disability access, housing, and employment equity, and ensure ADA compliance in all service delivery. Funds may not be used for religious activities, including worship, instruction, or proselytization. The contractor is required to maintain confidentiality of all county data, uphold data security standards consistent with industry best practices, and comply with all federal, state, and local licensing and credentialing requirements. County representatives may conduct announced or unannounced audits and on-site inspections of facilities, records, financial systems, and personnel practices at any time. Records must be retained for up to six years following contract termination or expiration, and final invoices for calendar year activities are due by January 7th of the following year.
