AI Contract Overview
The U.S. Mission to ASEAN and U.S. Embassy Phnom Penh are inviting proposals to design, coordinate, and manage the 2027 YSEALI ScamShield Regional Workshop in Cambodia, building on the success of the January 2026 CyberSafe event. This four-day initiative will bring together approximately 60 YSEALI alumni and up to 11 experienced mentors from all 11 ASEAN nations to address the growing threat of online scams and their connection to illicit financial flows. Participants will engage in expert panel discussions, on-site visits, and hands-on workshops aimed at equipping them to detect, disrupt, and dismantle criminal financial networks that target both Southeast Asian and American citizens. The workshop is designed to foster cross-border collaboration, empowering young leaders to develop actionable strategies and sustain networks for combating scam operations regionally. Proposals must be submitted by August 24, 2026, under solicitation number FY26-PDS-USASEAN-02, which was posted on July 22, 2026. The solicitation is issued by the U.S. Department of State through the Public Diplomacy Sections and managed by Grantor Immanuella Suganda, reachable at sugandai@state.gov. While no specific location has been designated within Cambodia, the event will be held in-country and is intended to leverage the region’s shared challenges and opportunities in confronting transnational financial crime. Applicants are expected to align their plans with the goals of enhancing cybersecurity resilience, promoting regional cooperation, and supporting long-term impact through the YSEALI network. Further details are available through the official grants portal.

Full Description
The Public Diplomacy Sections (PDS) of the U.S. Mission to ASEAN and U.S. Embassy Phnom Penh announce an open competition for applications to develop, organize, and oversee the Young Southeast Asian Leader Initiative (YSEALI) ScamShield Regional Workshop in Cambodia. Following the success of the YSEALI CyberSafe workshop in January 2026, this next workshop on countering online scams will reveal how criminal scam groups use illicit financial flows as they victimize Americans and Southeast Asians, and it will teach young leaders to detect, disrupt, and dismantle criminal financial networks. The workshop will gather approximately 60 YSEALI exchange alumni and up to 11 YSEALI CyberSafe alumni mentors from all 11 ASEAN countries for four days of expert panel discussions, site visits, and workshops where they will design action plans for detecting, disrupting, and dismantling the financial flows of scam groups in Southeast Asia. Participants will deploy the skills and network they develop at the workshop, working together across borders to counter criminal scam groups, disrupt illicit financial flows, and help protect the people of Southeast Asia and America. Please follow all instructions below.
