The U.S. Army Research, Development and Engineering Command plans to acquire six electric-powered Quantya Strada motorcycles along with spare parts kits from Quantya, LLC on a sole source basis. This procurement is intended for testing purposes under the Rapid Equipping Force (REF) initiative to assess the viability of these motorcycles in meeting mission objectives, either as currently designed or potentially with modifications. The government emphasizes that this notice is not a solicitation and will not entertain requests for proposals or quotations. Interested parties who believe they can fulfill the need may respond in writing by the specified deadline to demonstrate their capability, but any responses will be used solely to evaluate whether a competitive procurement is justifiable. The government retains full discretion on whether to proceed with competition. Responses must be clear, concise, and submitted via email or hard copy with no verbal submissions accepted. Questions and responses are to be directed to the designated contracting officer at the Aberdeen Proving Ground office, located in Maryland. This effort is linked to project RADICAL under the NAICS code 336991 and aims to support rapid fielding and evaluation of innovative technologies for military use.
