Contract 26-426DOC-CENTR-B-50245 is a small purchase agreement between the State of Illinois and a vendor for the supply of 30,000 yards of 2.4 oz polyester quilted insulation fabric. This material is designated for use by the Illinois Correctional Industries program at the Centralia Correctional Center to manufacture coats for individuals in custody. The fabric must feature black or navy taffeta on one side, a square or diamond quilted pattern of 2-inch squares, a thickness of 1/4 inch, and a continuous roll width of 60 inches with lengths of 75 feet plus or minus 20 percent. All goods must be delivered F.O.B. Destination to the Centralia Correctional Center no later than June 30, 2026. The contract is designated as a small business set-aside and requires the vendor to submit material samples for approval prior to the shipment of the full order. The vendor must maintain comprehensive insurance coverage, including 1 million dollars per occurrence for general commercial liability and auto liability, as well as legally required worker's compensation. Payment is processed upon completion of the contract, with invoices submitted to the Centralia Correctional Center business office. The agreement is contingent upon the availability of funds and requires strict adherence to the Illinois Procurement Code, including certifications against bid rigging, forced labor, and child labor, as well as compliance with equal opportunity and prevailing wage laws. Subcontracting is not permitted under this agreement.
