FPCM-SVSP-I001020-103-KM COMPLETE ROOFING SYSTEM

The California Department of Corrections and Rehabilitation is soliciting bids for a material-only purchase of complete roofing systems for Buildings 461 and 420 at Salinas Valley State Prison. The scope includes the delivery of 80 mil adhered PVC thermoplastic roofing membranes with factory-applied felt backing, tapered XPS insulation, flashings, anchors, and Snap On coping metal. All materials must meet FM Global listings for wind uplift and adhere to CDCR approved design criteria and safety standards. A non-prorated, manufacturer's standard 10-year full system warranty is required, though payment for the warranty is contingent upon installation and acceptance by a manufacturer's representative. Bids are due by November 10, 2026, and must be submitted as F.O.B. Destination. The award will be granted to the lowest responsive and responsible bidder. Prospective bidders must attend a mandatory walk-thru and provide a detailed materials list and a completed Roof System Review Checklist. Deliveries must be coordinated with project CSIIs and completed within three business days of a written request from the Construction Supervisor. Because the delivery site is within a secure perimeter, the supplier is responsible for obtaining and submitting all necessary security clearances to CDCR. Invoices must be submitted in triplicate and include extended item prices and the total amount.
