Modified Gaming Consoles for CCHCS

The California Department of Corrections and Rehabilitation, through California Correctional Health Care Services, is soliciting bids for the procurement of modified gaming systems and games to be used in mental health recreational therapy groups. These systems must be specifically adapted for a correctional environment, requiring the removal of Wi-Fi capabilities, the disabling of all physical network or phone connections such as RJ45 and RJ11 ports, and the removal of game cartridge readers. Additionally, MicroSDXC cards must be sealed into the consoles using epoxy. The contractor is responsible for preloading specified games and providing the delivery institution with the associated Nintendo account credentials. All modified units are to be delivered to North Kern State Prison in Delano, California, within 30 days after receipt of order. Award selection is based on a best value methodology, where administrative compliance is a pass/fail requirement and cost accounts for 90 percent of the evaluation score. The contractor must provide a minimum 12-month warranty mirroring the manufacturer's warranty and provide one loaner device per ten consoles for any repairs or maintenance lasting longer than two weeks. Payments will be processed monthly in arrears in accordance with the State of California Prompt Payment Act. Bidders must be in good standing within the state and submit a comprehensive package including various certifications, such as the Bidder's Declaration and Postconsumer Recycled-Content Certification, while disclosing any use of generative artificial intelligence in the fulfillment of the contract.
