Roanoke City Public Schools is soliciting sealed proposals for a complete turnkey modernization of hydraulic passenger elevators at Noel C. Taylor Learning Academy and Breckinridge Middle School. The scope of work requires a qualified contractor to provide all labor, engineering, materials, and project management to replace critical components, including controllers, hydraulic power units, door operators, and emergency communication systems. All installations must be code-compliant and follow a non-proprietary, performance-based specification to ensure the systems remain serviceable by multiple contractors. The project is scheduled for the Summer 2027 construction season, with substantial completion required by June 30, 2027, and final completion within thirty days thereafter. Proposals must be submitted electronically by December 1, 2026, and include an executive summary, company qualifications, a technical approach, and evidence of at least five similar projects completed within the last five years. Award decisions will be based on a 100-point evaluation system where the offeror is deemed best suited, though price is not the sole determining factor. Key personnel requirements include licensed elevator mechanics and an OSHA 30-hour trained superintendent. Additionally, the solicitation provides scoring incentives for certified minority, women, or locally owned business enterprises. Payment terms are set at 30 days following invoice or delivery.
