AI Contract Overview
The Electronic Subcontract Reporting System (eSRS), launched on October 28, 2005, is now available for use by all civilian agencies and their contractors to electronically submit subcontracting accomplishment reports. This system replaces the previous paper-based SF-294 and SF-295 forms, allowing contractors to file Subcontracting Reports for Individual Contracts and Summary Subcontract Reports through a centralized online platform. While civilian agencies are required to use eSRS, Department of Defense contractors will continue submitting paper reports until the system is rolled out to them, expected in the third quarter of fiscal year 2006. Extensions of up to 60 days for report submissions may be granted at agency discretion, and specific exemptions apply to certain contractors, including those associated with the GSA and NASA regarding fiscal year 2004 reports. For fiscal year 2005, civilian contractors from all agencies must submit both end-of-year subcontracting reports via eSRS within 60 days after the system becomes available, with a deadline of December 31. Mid-year reports for fiscal year 2005 are exempt from electronic submission. Contractors with contracts completed during fiscal years 2004 or 2005 who have not yet submitted final reports are encouraged to do so online using the eSRS. To reduce confusion, guidance has been coordinated with the Small Business Administration, and contractors are advised to consult their contracting officers for assistance or visit the eSRS website for FAQs and additional information. Contact channels have been established through the SBA and the Integrated Acquisition Environment to support contractors during this transition.
