Synopsis:
This is a Pre-Solicitation Notice with the intent of synopsizing a proposed contract action prior to issuance of the solicitation. Specific instructions on submitting your quote will be contained in the solicitation documents to be issued on or about 07/02/2026, posted to the SAM.gov website. No additional documents will be available until the solicitation is issued.
The U.S. Department of the Interior, Bureau of Reclamation, Great Plains Regional Office is issuing a Request for Quotation (RFQ) to provide a John Deere 245P (or Equal) Tracked Excavator that meets all salient characteristics and required technical details as specified within our Salient Characteristics and Specifications. Excavator is to be delivered to the Tiber Dam Camp in Chester, Liberty County, MT; and any/all service and maintenance with OEM parts must be within 150 miles of Chester, MT.
IAW FAR Part 6.203, this procurement action is being solicited as a total small business set-aside.
The North American Industry Classification Systems (NAICS) code assigned to this project is 333924 – Industrial Truck, Tractor, Trailer and Stacker Machinery Manufacturing, with a corresponding small business size standard of 900 employees.
This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Products and Services. This solicitation will result in a stand-alone Contract with a single Awardee. Award from this solicitation to be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value, based on the evaluation criteria outlined in the solicitation once issued.
The solicitation and any amendments to the solicitation will be available only through SAM.gov. All proposals, and other normal documents required for the proposal submittal, including amendments to the proposal, shall be in electronic medium.
