Electric Tugger

The Department of Defense, through the FA2521 45 Cons Pk office at Patrick Space Force Base, Florida, is soliciting a single battery-powered electric tugger capable of pushing, pulling, and steering heavy wheel loads up to 100,000 pounds to eliminate manual handling strain and enhance operational productivity. This procurement is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 333924, with responses due by June 29, 2026. The tugger must meet all specifications detailed in the Salient Characteristics document, including a 48-volt DC power system with an AC digital controller, variable-speed twist-grip throttle, 3,000-lb differential transaxle, electromagnetic braking, neutral throttle braking, three 12-inch solid tires, heavy-duty steel frame with enclosed chain guards, a 6,000-lb hydraulic lift kit with a 10-inch pump, pintle ball hitch, ergonomic handle, horn, safety stop switch, flashing safety light, battery discharge indicator, adjustable acceleration and braking, and an external charger. No substitutions, alternates, or equivalent items are permitted. The contract will be awarded as a firm-fixed price agreement based on best value, where technical acceptability, price, and schedule are evaluated collectively, and the lowest price is not guaranteed selection. The offeror must be registered in the System for Award Management (SAM), provide a current Unique Entity Identifier (UEI), and submit an Electronic Funds Transfer (EFT) indicator if applicable. All submissions must include estimated delivery time, FOB point (destination or origin), whether shipping costs are included, quote expiration date, warranty terms, and discount terms if applicable. Technical proposals must demonstrate capability to meet all requirements, including design, installation services, and time to complete and deliver the device.
