This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a Request For Quote (RFQ) and the solicitation number is W911S1-08-T-0063. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26 effective 12 June 2008. FedBizOps Numbered Notes per FAR Part 5.207-13(e) apply: 12 and 13. The North American Industry Classification System code (NAICS) is 811412 - Appliance Repair and Maintenance. The Standard Industrial Classification (SIC) is 7623 - Refrigeration Service and Repair. This requirement is being solicited as a small business set-aside and the size standard is $6.5M. A firm fixed price contract will be awarded. Award will be made to the vendor which offers the best value to the government. The Government also reserves the right to make no award at all. DESCRIPTION OF REQUIREMENT: Contractors shall provide all parts, labor, equipment, transportation and supervision necessary for the demilling 499 air conditioning window units and 86 refrigerators. AC Window Unit Disposal: Recover Freon from each A/C unit. Disposal of Freon, IAW: EPA regulations at 40 CFR 82.156. Remove compressor from unit. Drain compressor of oil and stack compressor on a pallet (Government provided). Disposal of compressor oil, IAW: EPA Regulation at 40 CFR 82.156. Cut electrical plug off of electrical cable of the A/C unit. Place drained A/C unit in Government provided dumpster with all panels/covers. Attain model/serial number information from data plate, Complete and provide a Refrigerant Removal Verification Statement (DRMS Form 2016) for each unit.
