The contract calls for emergency and rapid cleanup services within the six New England states under EPA Region I, focusing on time-critical removal actions involving oil, petroleum products, hazardous substances, and pollutants that threaten human health or the environment. It will be a five-year Indefinite Delivery/Indefinite Quantity agreement with a one-year base period and four one-year options, awarded through full and open competition. The contract allows for both Time and Materials (T&M) rates covering labor and equipment, as well as Firm-Fixed Price orders. Contractors must be prepared to respond quickly upon task order receipt, with response times ranging from two to four hours depending on the geographic location relative to key cities within the region. This contract supports a broad range of environmental cleanup scenarios, including natural and man-made disasters, terrorist incidents, and hazardous material releases. Contractors need specialized technical qualifications to perform response actions consistent with multiple environmental laws such as CERCLA, RCRA, and the Clean Water Act, among others. Significant conflict of interest restrictions apply, excluding current prime or subcontractors of the Region I Superfund Technical Assessment and Response Team from award eligibility. The solicitation will be made available online without hard copies, and prospective offerors should be prepared for potential oral presentations that might include impromptu testing. A source list for teaming purposes is being compiled, with interested companies encouraged to submit contact information.
