THIS IS A SOURCES SOUGHT SYNOPSIS ONLY
This Sources Sought is for the purpose of identifying firms that can meet the following U.S. Bureau of Reclamation (USBR), Department of the Interior (DOI), Requirements.
PURPOSE:
The Elephant Butte Field Division (EBFD) Powerplant of the U.S. Bureau of Reclamation (USBR), Department of the Interior (DOI), for the installation of new automatic greasing systems.
This is NOT a Request for Proposals nor an Invitation for Bids and does not constitute any commitment by the Government. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this request for information will not be returned and electronic submission is required. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government or form a binding contract. BACKGROUND:
The Elephant Butte Field Division (EBFD) Powerplant of the U.S. Bureau of Reclamation (USBR), Department of the Interior (DOI). The original automatic greasing system installed during the plant’s initial construction was removed over time, creating the need for a modernized and fully automated replacement to support the hydropower units operational reliability and maintenance needs.
SPECIFICATION DETAILS:
1.The Contractor will be required to furnish, install, and test three (3) turbine wicket‑gate dual‑line automatic greasing systems, each servicing 110 lubrication points, for a total of 330 greasing points across all units.
2. Lubrication requirements are divided into two groups: underwater points lubricated on a weekly basis and all remaining points lubricated monthly.
3. The Contractor will also be responsible for supplying electrical power to the new systems from an existing electrical panel and completing all installation activities during designated maintenance season, October 15 through February 15.
4. In addition, prospective offerors must demonstrate a minimum of five (5) years of experience installing wicket‑gate greasing systems and provide references to confirm this required past performance.
5. As part of the sources sought, interested contractors are requested to submit a capability statement demonstrating a minimum of five (5) years of experience installing wicket‑gate greasing systems, along with references confirming this past performance. Capability statements will assist the Government in assessing industry interest, qualifications, and the appropriate acquisition strategy for this requirement.

The Product Service Codes (PSC) is 4930 - Lubrication and fuel dispensing equipment. The potential North American Industry Classification System (NAICS) code for this project is 811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance - with a small business size standard of no more than $12.5 million.
