ARCHITECT-ENGINEER INDEFINITE DELIVERY CONTRACT FOR GENERAL DESIGN AND OTHER RELATED SERVICES WITHIN THE BOUNDARIES OF OR ASSIGNED TO SOUTHWESTERN DIVISION, UNITED STATES ARMY CORPS OF ENGINEERS

The U.S. Army Corps of Engineers (USACE) – Southwestern Division(SWD) is conducting market research to determine the interest and capability of firms to submit Standard Form 330 (SF-330) Architect-Engineer Qualifications statements for an eight-year $499M indefinite delivery contract(s) (IDC). The decision of whether or not to include any type of set-aside or reserve within the IDC pool will depend upon the responses to this sources sought announcement and associated market research.

The purpose of this sources sought notice is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB), as well as Unrestricted Businesses. The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small businesses, Section 8(a), HUBZone, SDVOSB, and WOSB businesses are highly encouraged to participate.

Project Scope:

A full range of A-E services for engineering and design are anticipated, which may include, but are not limited to any or all of the following: program management, data management, project programming and planning, feasibility and concept studies, space utilization, design concepts/standards, research, analysis, engineering, design, design/build request for proposal preparation, and engineering during construction for military, civil works and interagency services. Engineering and design within these services also include, but are not limited to, design of new construction, vertical and horizontal, alteration of facilities, maintenance and repair of real property, pre-design site assessment, topographic and boundary surveys to include mapping, geotechnical investigation and reports, environmental investigations, studies and reports, hazardous materials testing, abatement and monitoring, historical and cultural resource investigations, seismic studies, cost estimates, value engineering, design reviews, life cycle costing, computer aided drafting, geospatial information systems (GIS), and building information modeling (BIM). Engineering during construction includes responses to requests for information from construction contractors, post design-shop drawing review, and as-built review. The contractor(s) is also required to have expertise and knowledge of the following: Guiding Principles Assessment and Compliance Program for Department of Defense, DOW HPSB Checklist for self-certification; Federal Asbestos Hazard Emergency Response Act (AHERA) inspections and documentation; the design of Anti-Terrorism/Force Protection (AT/FP) requirements; security, data, and communications systems; fire protection and life safety systems; blast design; mechanical systems and commissioning; and other technical services that may be required.

It is anticipated that the IDC contract(s) will have an eight (8) year ordering period. The total shared contract capacity is estimated at $499M and multiple contracts are anticipated up to this amount. The estimated maximum task order amount will be determined following evaluation of the market research.

The North American Industrial Classification System (NAICS) Code for this procurement is 541330, A-E Services, which has a small business size standard of $25.5M. Small Business firms are reminded under Revolutionary FAR Overhaul (RFO) clause 52.219-14, Limitations on Subcontracting, the Firm will not pay more than 50% of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50% subcontract amount that cannot be exceeded. The most relevant contract work submitted in response to this Sources Sought Announcement will include vertical design experience and federal government experience. Typical vertical design includes site/civil engineering, structural engineering, mechanical engineering, electrical engineering and architecture. Designs may include experience with site/civil engineering, structural engineering, and geotechnical engineering. An example minimum performance measure would be delivery of a full design including plans, specifications, design analysis, and cost estimate produced in 8 months for a 10,000 square-foot administration building housing multiple tenants, including 35%, 60%, and 95% design submittals, with 12-day Government review time per submittal, and a corrected 100% design submittal. Minimum qualifications include average annual gross revenue exceeding $2M, and more than 10 full-time personnel.

Award(s) will be based on selection of the most highly qualified firm(s) in accordance with 40 USC Section 1101 through 1104 and RFO 36.202. Note that Firms must be registered in the System of Award Management (SAM) to be eligible for award of Government contracts.

Upon issuance of the formal solicitation, the submittal method for proposals will be electronically through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/ using the applicable solicitation number. Proposals submitted by email, mail or hand-carried will not be evaluated. Proposals sent through proprietary or third-party File Transfer Protocol (FTP) sites or DoD SAFE will not be retrieved.

Firm’s response to this Sources Sought shall be limited to 5 pages and shall include the following information:

EXPERIENCE / CAPABILITIES STATEMENT CRITERIA:

1. The Experience/Capabilities Statement is limited to 5 pages and shall be submitted in PDF format with the following file name convention: ACME_SS W912BV27SS001_EXP STATEMENT.

2. Provide Firm's name, Cage Code, and Unique Entity Identifier (UEI), and Small Business concern status, if applicable.

3. Provide any general information on the Firm's Experience/Capabilities as they pertain to A-E services and self-performance requirements.

4. Provide the Firm's Teaming Arrangement, Joint Venture and/or Mentor-Protege information, as applicable.

5. Provide up to three examples of A-E services projects performed within the past 3 years relevant to this Sources Sought. Include the customer agency/installation name, project title, project location, contract number, project description, design cost, construction contract amount, and period of performance for each example project provided. If proposing as a Teaming Arrangement, Joint Venture and/or Mentor-Protégé, the three examples provided must be submitted as a team and not as separate firms.
