AI Contract Overview
The U.S. Special Operations Command’s 4th Psychological Operations Group, in partnership with SOFWERX, is seeking innovative software solutions to develop a unified, AI-enabled platform that integrates existing tools used for information dissemination and influence operations. This initiative aims to replace fragmented systems with a single, streamlined dashboard tailored to the operational needs of psychological operations personnel, enhancing efficiency and effectiveness across the full spectrum of mission workflows. Participation is open exclusively to U.S. citizens from industry, academia, and national laboratories, with a mandatory deadline of 5 August 2026 to request attendance at the Collaboration Event scheduled for 23–24 September 2026 at Smith Lake Recreational Center in North Carolina. The event will include structured breakout sessions to define problem sets and an optional industry expo to showcase technologies, enabling direct engagement with warfighters and potential collaborators. Following the Collaboration Event, a formal Assessment Event (AE) will open for submissions on 19 October 2026, with a virtual Q&A session on 4 November 2026 to clarify requirements. Submissions will be evaluated on technical merit, with selected participants invited to present their solutions during the AE from 12–14 January 2027. Successful candidates may be offered follow-on agreements under non-FAR authorities including Other Transaction Agreements (OTAs) under 10 U.S.C. § 4022, research and development partnerships via SOFWERX’s Partnership Intermediary Agreement, or other authorized mechanisms such as Cooperative Research and Development Agreements or prize competitions. Award recipients will be required to comply with NIST SP 800-171 standards for safeguarding Controlled Unclassified Information. Responses must be submitted by 5 August 2026 to secure entry into the process, with further instructions and criteria to be published closer to the AE submission window.

Full Description
4th Psychological Operations Group (4 POG)
Request to Attend NLT 05 August 2026 11:59 PM ET U.S. Citizens Only
Purpose
SOFWERX, in collaboration with USSOCOM 4th Psychological Operations Group (4 POG), will host a series of events to identify and select innovative software tools. The goal is to integrate these tools into a singular, comprehensive software solution to support information dissemination and influence activities.
Background/Synopsis
To enhance operational effectiveness, there is an ongoing need for a unified software platform that can consolidate various influence and information-related tools. Currently, operators utilize a variety of tools to meet mission requirements. The vision is to develop a centralized, sustainable, and user-friendly suite of tools that provides a comprehensive set of capabilities. This initiative seeks to create a modern, integrated platform similar to those used in other specialized fields, tailored to the unique needs of the influence community.
Objective
The objective is to establish an AI-enabled suite of tools that addresses the full spectrum of the operational workflow. This software solution will bring tools from different vendors into a single access point or dashboard, streamlining processes and enhancing overall capability.
Why You Should Participate
USSOCOM seeks to enter into non-FAR or FAR-based agreements with Industry, Academic, and National Lab partners whose solutions are favorably evaluated by the 4th Psychological Operations Group (4 POG) Subject Matter Experts (SMEs). As such, the follow-on Assessment Event (AE) is considered competitive and solutions will be evaluated independently of one another primarily for technical merit. This serves dually as notification of the intent to research the feasibility of an agreement under 10 U.S. Code, Section 4022 and/or Section 4022(f), and as notice of pre-solicitation activities IAW FAR 5.204.
Event Timeline
Phase 1 - 23 September 2026 to 24 September 2026 Collaboration Event (CE): SOFWERX will host the Collaboration Event (CE) with Industry, Academic, and Laboratory partners focused on AI-enabled PSYOP workflow and operational automation needs which would ultimately be aggregated into a suite of tools. During this event, Warfighters will interact with potential solution offerors and further communicate operational needs and desirements. Participation in this event is not mandatory, however, it is designed to provide insights to ensure potential offerors understand the problem set(s) fully and to increase the likelihood of matching their technologies with Warfighter needs. This CE is also an opportunity for attendees to meet and form partnerships that may provide a more comprehensive solution. If you do not wish to participate in the CE, you are free to submit your technology on/around 08 September for the AE. Request to attend the CE below, NLT 05 August. Favorably evaluated requests will receive an invitation to attend the event on/around 19 August.
