5.56 Rifle and Accessories

The United States Secret Service, under the Department of Homeland Security, is seeking to procure 5.56 x 45mm AR-15 style duty rifles and associated accessories through a firm fixed-price, indefinite-delivery, indefinite-quantity (IDIQ) contract with a five-year ordering period. The solicitation, identified as 70US0926R70093580, requires the delivery of 4,779 rifles and 380 upper receivers over the life of the contract, with all items to be shipped to the James J. Rowley Training Center in Laurel, Maryland. The rifles must be new manufacture, semi-automatic, equipped with a HUXWRX FLOW 556K suppressor, and fully operable by right-handed shooters without modification. They must meet strict dimensional, finish, and performance standards, including a minimum 10,000-round barrel service life, compatibility with 55- to 77-grain ammunition including frangible rounds, and full compliance with SAAMI specifications. The offeror must be the original equipment manufacturer of the serialized lower receiver, hold a Type 07 FFL, and operate under their own brand name. Technical compliance is evaluated through a pass/fail gate that includes a technical volume review, end-user evaluations, and a 10,000-round endurance test; only proposals that pass this gate are considered for past performance and price evaluation, with non-price factors being significantly more important than cost. The contractor must submit five firearms and seven magazines per firearm as samples, along with detailed documentation including chamber drawings, Rockwell hardness data, compatible parts lists, quality manuals or ISO certification, and operator, armorer, and maintenance manuals. Proposals must be submitted via email by June 29, 2026, at 4:00 p.m. local time, adhering to strict formatting rules including 8.5” x 11” paper size, 1-inch margins, Times New Roman 12-point font, and specific file naming conventions. Technical and past performance materials must be submitted as PDFs, while pricing must be in an unlocked Microsoft Excel spreadsheet using Attachment 4.
