AI Contract Overview
The solicitation for a 5-axis Computer Numerical Controlled (CNC) Milling Machine under RFQ 80ARC026Q0002 is issued by NASA Ames Research Center as a combined synopsis/solicitation under FAR Part 12 for commercial products and services, with no set-aside for small businesses, though it incorporates HUBZone small business preferences and requirements. The acquisition calls for a single high-accuracy 5-axis vertical machining center with a trunnion table A-axis and rotary C-axis, complete with tooling, warranty, and a minimum of five days of on-site operator training at NASA's Moffett Field facility in California, to be completed no later than September 30, 2026. Delivery and installation must occur within 90 days of award at Building N220, with FOB Destination terms. The solicitation includes a detailed Statement of Work specifying minimum machine travels (X: 889mm, Y: 762mm, Z: 635mm), workpiece diameter (736mm), and compliance with NASA quality assurance standards, including mandatory Certificate of Conformance for each shipment with full traceability, manufacturing source details, and authorized signature. Technical acceptability is a pass/fail criterion, requiring full compliance with minimum specifications; failure to meet this threshold disqualifies an offer regardless of price or other factors. Evaluation priorities follow a descending order: Technical Acceptability, Maintenance and Repair Build-up, and Price, with technical and maintenance factors combined being approximately equal in weight to cost. Offerors must submit proposals electronically to tiffany.n.goodwin@nasa.gov by 9:00 a.m. PST on June 16, 2026, after a one-day extension from the original June 15 deadline, and must include the solicitation number, FOB destination, delivery schedule, payment terms, warranty duration, taxpayer identification number, special commercial terms, and an authorized signature, preferably using the Standard Form 1449. All submissions must comply with FAR 52.212-1 instructions and incorporate required clauses including Certification and Disclosure Regarding Payments to Influence Federal Transactions, Prohibition on Requiring Confidentiality Agreements, System for Award Management registration, Offeror Identification, Certification Regarding Child Labor, Trade Agreements Certificate, Tax on Certain Foreign Procurements, and Security Prohibitions. Additional requirements include compliance with FAR 52.203-6 Alt
