The Mission and Installation Contracting Command at Fort Carson, Colorado, plans to award a sole source, brand name purchase order to Power Test Incorporated for specific subcomponents necessary to upgrade existing Power Test Dynamometer systems. These subcomponents, which include various engine and transmission test adapters and kits, are proprietary to Power Test and essential for integrating new templates and attachments into the current dynamometer configurations. The contract stipulates that these items cannot be sourced from any other manufacturer without voiding existing warranties, emphasizing the unique nature of the equipment and the supplier’s exclusive patent rights. Delivery will be made to the Directorate of Logistics Maintenance Division at Fort Carson, with all items including accessories, installation, and shipping as part of the purchase. Although the procurement is conducted on a sole source basis, the government welcomes responses from other offerors who believe they can provide an equal product with comparable features and functionality or who are authorized distributors of Power Test equipment. Such responses must include a detailed, clear comparison and supporting evidence beyond brochures or quotes to be considered. The notice is for informational purposes only and does not constitute a solicitation for bids; responses will determine if a competitive procurement is feasible. All responses must be submitted by the specified deadline, and contractors must be registered with CCR and ORCA. Questions are directed to the designated contract specialist at Fort Carson.

The Mission and Installation Contracting Command, Fort Carson, CO intends to award a Brand Name Only Purchase Order on a Sole Source basis to Power Test Incorporated to provide additional subcomponents for existing Power Test Dynamometers. This notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36, August 11, 2009. The North American Industry Classification System Code [NAICS] is 334519 and the size standard is 500 employees. These items are required as add-ons to existing dynamometer systems. A new mission requirement requires attachments and templates that are not part of the current configuration. The supplier for these attachments holds the patent specifically for subcomponents for this machine. The items required are not generic in nature or common to any other test platform. The items may not be purchased from any other supplier. Initial purchase of the transmission dynamometers and engine dynamometers took into effect upgrades that would be required at a later date to facilitate new lines of transmissions and hydraulic equipment. The use of any other manufacturers product voids the existing warranty. 1. GM 6.5 ltr Engine Test Adapter to include all accessories, installation and shipping. 2. Cat C15 Model Engine Test Adapter to include all accessories, installation, and shipping. 3. Valve Body Test Adapter Kits for 4L80E GM Trans to include all accessories, installation, and shipping. 4. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. DO NOT SUBMIT A QUOTE AT THIS TIME. Any offerors believing they can provide an equal product that meets all of the features and functionality of the Power Test Dynamometer Equipment or can provide the brand name product may provide evidence for consideration. Evidence must support the offerors claim they can either provide an equal product or they are an authorized distributor/wholesaler for Power Test Dynamometers. It is the offerors responsibility to prove their product is an equal by demonstrating their product, at a minimum, has the same features and functionality of the brand name product. Providing brochures, specifications and/or quotes alone is not enough for the Government to make a decision. The offeror should provide an understandable comparison between the two products. The Government is not responsible for developing the comparison from insufficient information provided. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a brand name or equal procurement, and/or a competitive procurement can be conducted. A determination that equal products exist or a determination to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Responses must be received by 1000 MST on Friday, , September 4, 2009. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated.
