The Naval Air Systems Command (NAVAIR), through its Air Combat Electronic Program Office (PMA-209), intends to issue an order under an existing Basic Ordering Agreement with Rockwell Collins Government Systems (RCGS) to develop a software reprogramming capability for the C-12561A Remote Control Unit (RCU) used with the RT-1851(C) radio. Currently, the C-12561A RCU software is only reprogrammable using a Rockwell Collins-specific kit, and not with the fleet’s standard AN/USQ-131 support equipment, which is compatible with the RT-1794(C) and RT-1824(C) radios. This effort aims to enable reprogramming of the C-12561A RCU via the RT-1851(C) radio using the AN/USQ-131, ensuring compatibility with existing fleet tools and accommodating the enhanced features of the RT-1851(C). The task involves developing, testing, validating, verifying, certifying, and documenting a new software load for the RT-1851(C) to support this capability. The work period is expected to continue through September 30, 2004. This procurement is pursued under a sole-source justification, as RCGS is the only manufacturer capable of providing this software for their radios, having previously supplied software for ARC-210 radios under a separate contract. The contract reflects NAVAIR’s responsibility for acquisition and logistics support of Air Combat Electronics programs and emphasizes the necessity of integrating fleet-compatible reprogramming solutions to support operational needs.

General Info

Within NAVAIR, PMA-209 is assigned overall Program Management responsibility for the acquisition and logistics support being provided by both field activities and NAVAIR personnel. The Rockwell Collins C-12561A Remote Control Unit (RCU) is currently used by the RT-1794(C)/RT-1824(C) radios. The software for the C-12561A can only be reprogrammed using the Rockwell Collins RCU reprogramming kit and not by current fleet support equipment (AN/USQ-131). The Rockwell Collins RT-1794(C) & RT-1824(C) can be reprogrammed using the AN/USQ-131. The RT-1851(C) radio will use the C-12561A for remote control, but will require a separate and distinct software load to control the added features and capabilities present in the RT-1851(C). The tasking to be provided under this order will be for the development of the capability of reloading the C-12561A RCU via the RT-1851(C) using existing fleet available support equipment AN/USQ-131. The RT-1851(C) software reprogramming capability shall be compatible with current fleet reprogramming tools. The C-12561A RCU reload via RT-1851(C) effort will require the development, test, validation, verification, certification, and documentation of a new software load for the RT-1851(C). The period of performance is anticipated to be through 30 September 2004. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements.
