The Department of the Interior's Minerals Management Service plans to award a sole-source, time and materials contract to the Cardiovascular Research Foundation to expand the HeartHealthyWomen.org website. This contract is a follow-on to previous work by the Foundation and is managed through the Department of Interior Franchise Fund for the Department of Health and Human Services Office on Women’s Health. The website offers gender-specific cardiovascular health information, and during its pilot phase, it focused on infrastructure development and educational content about coronary artery disease (CAD). The new contract will fund the second phase, aimed at adding content related to congestive heart failure (CHF) for both patients and healthcare providers while continuing to enhance CAD content and support infrastructure improvements for future expansions. The Cardiovascular Research Foundation is uniquely positioned as the sole provider for this work, given its established clinical expertise and extensive data on women’s heart disease. The non-competitive nature of this procurement is authorized under FAR 6.302, allowing negotiation with only one source. While this notice is not a solicitation for competitive proposals, interested parties may submit their capabilities within fifteen days for consideration, though the government retains sole discretion over pursuing competition. The point of contact for the contract is Melissa McPherson, who can be reached via email only for inquiries or submissions.

This action is a follow-on procurement to contracts previously performed in part by the Cardiovascular Research Foundation. This non-competitive action is being issued by GovWorks under the authority of the Department of Interior Franchise Fund on behalf of the Department of Health and Human Services Office on Women?s Health, Washington, DC. The purpose of this phase II proposal is to develop and add content on congestive heart failure (CHF) for both the patient and healthcare provider sections of the website, continue developing and adding content on CAD for both the patient and healthcare provider sections of the website, and further provide the infrastructure upon which to build additional modules or phases for expanded content and presentation format. Negotiations are anticipated with the Cardiovascular Research Foundation. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. V--Vessel Atlantic Ops Physical Inspections Draft RFP
Solicitation # DOIEFBO260006
The Department of the Interior and the Marine Minerals Administration are conducting market research via a Draft RFP for a Multiple-Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to provide offshore vessel services for physical inspections of renewable energy facilities on the Atlantic Outer Continental Shelf. The scope of work covers a geographic range from Virginia Beach, Virginia, to Martha's Vineyard, Massachusetts. The government is seeking industry feedback on the draft, specifically regarding CLIN structure, insurance requirements, evaluation criteria, and pricing for an anticipated Seed Task Order. The overall contract has an estimated maximum value of 30 million dollars over a five-year period, consisting of a 12-month base period and four one-year option periods. The anticipated Seed Task Order requires a DP2 offshore vessel equipped with a Walk-to-Work (W2W) transfer system to inspect up to 93 facilities during calendar year 2027. The contractor must be capable of continuous offshore operations for 45 days, with an endurance of 21 days without returning to port.
