The Department of Commerce’s National Weather Service (NWS) intends to award a sole source contract to Frank Solutions, Inc. (FSI) for modifications and upgrades to the Interactive Voice Remote Observation System (IV-ROCS), which collects and distributes daily weather observations from the NWS Southern Region volunteer network. FSI, being the original developer and current maintainer of IV-ROCS, is uniquely qualified to perform this work. The planned enhancements include integrating the system with the Windows 2000 operating system clock for timed exports, improving FTP export functions with a user-configurable GUI, enabling multi-recipient email notifications, adding automated import and quality control features for extreme weather data, and expanding functionality to include new weather elements such as soil temperature, river stage, and reservoir data. Additional upgrades involve adding support for all five remaining NWS regions, improving system fail-over capabilities, and enhancing reporting features. This effort will be conducted under simplified acquisition procedures with a contract value not to exceed $100,000, using sole source authority based on market research supporting FSI as the only capable vendor. The procurement does not involve competitive solicitation, and responses are sought only to assess the need for competition. The contract supports system modernization to improve data collection, accuracy, and dissemination for better weather observation and forecasting services. The anticipated award date is September 26, 2003, with the Department of Commerce office in Seattle, WA managing the procurement.
