The Bureau of the Census plans to negotiate a sole-source contract with Westat, Inc. for the procurement and ongoing support of Blaise, a sophisticated automated questionnaire-authoring software designed for Microsoft Windows. This software is critical for developing complex demographic and longitudinal survey instruments. Key requirements include a graphical user interface, open system architecture for seamless integration, full integration eliminating multiple development tools, multilingual support, user-friendly environment, and the capacity to handle complex navigation, dynamic text fills, advanced edit rules, grid management, and multi-mode surveys such as CATI, CAPI, and CADE. The software must also offer customizable screen layouts, modular authoring with reusable code, comprehensive and regularly updated documentation, as well as training and support backed by a committed long-term development roadmap. The government asserts that only Blaise meets these criteria, with Westat being the sole U.S. supplier. The contract covers the period from September 1, 2003, to August 31, 2004, with options to extend for up to four additional twelve-month periods. Although this is not a competitive solicitation, other qualified providers are encouraged to submit capability statements with cost details within 15 days to determine if alternate sources could offer a better value. Should there be no responses, the government will proceed with a sole-source award to Westat without further notice. Responses can be submitted via mail, email, or fax, but phone inquiries will not be entertained. This contract reflects the specialized nature of the Blaise software and the critical need for a supplier that can meet the Bureau's stringent technical and support requirements.
