The U.S. Department of the Interior, Minerals Management Service, plans to award a firm-fixed price, sole source contract to Electrophysics, located in Fairfield, New York, for the acquisition of a specialized Mid-Wave Infrared (MWIR) radiometric camera system. This non-competitive purchase order, executed under the authority of FAR Part 6.302-1, is for a unique requirement of the Redstone Technical Test Center (RTTC) at Redstone Arsenal, Alabama. The contract includes one Jade High Performance MWIR Thermal Imaging and Measurement System, calibration services, two MWIR lenses with different focal lengths, and an accompanying image analysis software package. Electrophysics is the only known source providing a camera that uses the Mercury Cadmium Telluride (HgCdTe or MCT) substance, which enables superior image quality and meets all specific mid-wave infrared needs of RTTC. This action is issued under the Department of Interior Franchise Fund, and while it is a sole source award, the government has invited comments within five working days after the notice publication to consider any information that may suggest a need for competition. However, no telephonic inquiries will be accepted, and communications must be sent via fax or email to the designated point of contact, Debra Bridge. The procurement is strictly non-competitive due to the unique technical characteristics offered exclusively by Electrophysics' system.
