The 50th Contracting Squadron at Schriever Air Force Base intends to award a sole source purchase order to Signami for the SignalWorks 3.0 software suite, which is specialized for radio frequency signal analysis. This acquisition is justified under federal regulations allowing for sole source procurement because only Signami's software meets the agency’s specific needs, including compatibility with existing systems to prevent extensive retraining, code redevelopment, and mission downtime. The software will enable the analysis and graphical display of radio frequency data, with capabilities to manipulate signals for background noise exclusion. The procurement will use Simplified Acquisition Procedures, and the notice serves as the only official announcement with a closing date set for April 12, 2006. The contract falls under NAICS code 423430, and incorporates a clause providing for the appointment of an ombudsman to assist with any concerns from potential or actual offerors, though the ombudsman does not participate in evaluation or decision-making processes. The ombudsman can help resolve disputes confidentially but does not have authority to bind the agency. Interested parties are first encouraged to address concerns to the contracting officer before consulting the ombudsman. For this acquisition, contract-related inquiries can be directed to Contract Specialist Stephen Reichel or Contracting Officer Lashunya Johnson-Vinson at the Schriever AFB office.
