Relicensing of Helms Pumped Storage Project
Solicitation # 2025110960
The State Water Resources Control Board is overseeing the FERC relicensing of the 1,212-megawatt Helms Pumped Storage Project, operated by Pacific Gas and Electric Company (PG&E) in Fresno and Madera Counties, California. The project scope includes the continued operation of the facility, the rehabilitation and replacement of existing recreation facilities, and the formal designation of approximately 36 miles of roads and one mile of trails as project infrastructure. Additionally, the project involves modifying the FERC Project boundary to accurately define lands necessary for operation and maintenance and implementing new protection, mitigation, and enhancement plans. Environmental compliance has been managed through the California Environmental Quality Act (CEQA) process, resulting in a Final Mitigated Negative Declaration in July 2026. This determination concluded that the project would not significantly affect the environment, and no further mitigation conditions or monitoring plans were required. Key regulatory requirements include obtaining a water quality certification under section 401 of the federal Clean Water Act and adhering to CalGEM guidelines regarding the safety and abandonment of oil, gas, or geothermal wells within the project area. The project is supported by Stantec Consulting Services, Inc., and involves coordination with trustee agencies such as the California Department of Fish and Wildlife.

Bucks Creek Hydroelectric Project (FERC Project No. 619)
Solicitation # 2019069104
Pacific Gas and Electric Company is seeking water quality certification for the Bucks and Grizzly Creek Gravel Augmentation Project in Plumas County, California. This initiative implements the Gravel Augmentation Plan required by Condition 14 of the Bucks Creek Hydroelectric Project certification to enhance trout spawning habitats and populations. The project involves placing gravel at two specific sites: one on Bucks Creek approximately 0.3 miles downstream of the Lower Bucks Dam Spillway, and another on Grizzly Creek about 400 feet downstream of the gaging weir. To facilitate these activities, the company is pursuing Clean Water Act Section 404 permitting under the United States Army Corps of Engineers Regional General Permit 16 for aquatic habitat restoration and enhancement. The project is governed by the California Environmental Quality Act, with a CEQA Supplement prepared to ensure environmental compliance. Notices of Determination filed by the State Water Resources Control Board confirm that the project will not have a significant environmental effect, and no mitigation measures or monitoring plans were adopted. Administrative oversight involves the State Water Resources Control Board Division of Water Rights, with the project identified under solicitation number 2019069104. Performance is centered in Plumas County, specifically near Quincy, California.

AI Contract Overview

The Department of Veterans Affairs Network 22 Logistics Office, on behalf of the VA Greater Los Angeles Healthcare System, has issued a sole source procurement contract to Edison ESI for the acquisition of two Cutler Hammer Breakers. This procurement is designated for the switchgear project in Building 299 and is valued at an estimated cost of 28,333.00 dollars. The period of performance is scheduled from August 28, 2009, through October 24, 2009, to account for an eight week manufacturing lead time. This acquisition is justified under the authority of FAR 6.302-1 as there is only one responsible source capable of meeting the requirements. The existing switchgear cabinets in the Building 299 substation are non-standard and narrower than modern industry specifications, making standard units incompatible with the physical constraints and safety clearances of the facility. These breakers serve as critical spares to prevent prolonged power outages for the north campus, which supports hundreds of inpatients, thousands of outpatients, and a large research facility.

DEPARTMENT OF VETERANS AFFAIRS NETWORK 22 LOGISTICS OFFICEJUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITIONFAR 6.302-1, 41 U.S.C. 253 (c) (1)"CUTLER HAMMER BREAKERS-SWITCHGEAR BLDG 299"VA-262-09-RQ-0495 1. Agency and Contracting Activity Identification: The Network 22 Logistics Office, 5901 E. 7th Street, Long Beach, California, as requested by the VA Greater Los Angeles Healthcare System, shall enter into a contract that requires justification for other than full and open competition. 2. Nature of Acquisition Being Approved: Sole source contractor shall two (2) Cutler Hammer Breakers in support of the switchgear project in building 299 for the VA Greater Los Angeles Healthcare System patients under the terms and conditions of the contract. 3. Description of Requirement: VA Greater Los Angeles Healthcare System is requesting sole source procurement from Edison ESI, 7300 Fenwick Lane, Westminster, CA 92683-5238 to provide two Cutler Hammer Breakers. The period of performance shall be 08/28/2009 through 10/24/2009, as the manufacture time for the Breakers is 8 weeks. The estimated annual cost is $28,333.00. 4. Statutory Authority Permitting Other Than Full and Open Competition: The service being procured under the authority of 41 U.S.C. 253 (c) (1), FAR Part 6.302-1(b), Only One Responsible Source. 5. The Nature of the Acquisition Requires Use of the Authority Cited: Edison ESI is the only company that can provide these breakers. The switchgear cabinets in the B.299 substation are from an earlier era and narrower than the industry standard has been since at least the 1950s. Building 299 was built around these units and cannot be modified. Standard units cannot be used and the required clearances maintained for safe working distance. These two breakers are spares for this substation. The substation cannot be energized without the spares on hand as any failure would leave the north campus without electrical power for a significant period of time until the new breakers could be manufactured. These spare breakers will be manufactured alongside the breakers being installed in the substation so that no additional set up cost for manufacturing would be incurred but more importantly electrical power could be restored immediately to the clinical programs on the north campus. There are at this writing 842 in patients on the north campus, many thousands of outpatients and a large Research Facility all of which would be threatened by the inability to restore power in an emergency. 6. See Items 5 above. 10. Any Other Interested Sources There are no other sources that expressed in writing an interest in the service other than the incumbent who cannot perform the requirements. See Item 5. 11. A Statement of the Actions, if any, the Agency May Take To Remove of Overcome Any Barriers to Competition Before Any Subsequent Acquisition is required: None. See Paragraph 2, 3, 4, and 5 above. 12. I hereby certify that the above is accurate and complete to the best of my knowledge and belief. ____________________________Chelsea Black Contract Specialist
