Southern California Edison Company (SCE) owns and operates the Bishop Creek Hydroelectric Project (Hydroelectric Project), which is licensed by the Federal Energy Regulatory Commission (FERC). The Hydroelectric Project consists of: (1) five hydroelectric power plants (Power Plants 2-6) on Middle Fork Bishop Creek and Bishop Creek; (2) four diversions (Green Creek, South Fork, McGee Creek, and Birch Creek); (3) eight dams, some with associated flowlines, that divert water from South Fork Bishop Creek, Middle Fork Bishop Creek, Bishop Creek, Green Creek, Birch Creek, and McGee Creek to Hydroelectric Project facilities on Middle Fork Bishop Creek and Bishop Creek; (4) 17 stream gages; and (5) three primary storage reservoirs (South Lake, Lake Sabrina, and Longley Lake). The Proposed Project involves the relicensing (continued operation) of the existing Hydroelectric Project for a presumed 50-year term with proposed changes including re-operation of the Green Creek Diversion, boundary updates, a water management measure, sediment management plan, fish stocking plan, wildlife resources management plan, botanical resources management plan, invasive species management plan, recreation resources management plan, and a historic properties management plan.
