NID owns and operates the Yuba-Bear Hydroelectric Project. NID proposes to renew the existing FERC license for hydropower facilities associated with the Yuba-Bear Project. The Proposed Project consists of acceptance and implementation of the new FERC license and continued operation and maintenance of the project pursuant to the terms and conditions contained in the new license. NID would accept a new FERC license in order to: • Continue to operate, maintain, and manage the existing Yuba-Bear Hydroelectric Project facilities, • Remove from licensed facilities a segment of Chicago Park Forebay Road and the unnamed recreation road that provides access to the Jackson Meadows administrative site. • Construct a new proposed powerhouse (the Rollins upgrade) that would be located within the existing FERC Project Boundary on NID-owned land adjacent to the existing Rollins Powerhouse, • Construct and rehabilitate existing facilities at the following recreation areas: Jackson Meadows reservoir, Milton diversion impoundment, Bowman Lake, Sawmill Lake, Canyon Creek, Dutch Flat No 2 forebay, and Dutch Flat afterbay. • Make minor modifications to the existing FERC Project Boundary • Implement the other terms and conditions in the new license.

Energy Technologies
Solicitation # EN
The Energy Technologies solicitation seeks innovative proposals across a broad spectrum of energy generation, storage, and conversion systems with a focus on mobile and off-grid applications. It welcomes ideas that offer compelling advantages over existing solutions, particularly in emerging areas such as carbon conversion, disruptive improvements to conventional energy resources like natural gas extraction, and nature-inspired processes aimed at reducing carbon and resource intensity throughout the energy lifecycle. Proposals that integrate data and computational technologies with energy systems are strongly encouraged, especially where the synergy between digital innovation and energy application is central to the proposed solution. The scope spans from microscopic energy storage for wearable devices to large-scale power plant technologies, emphasizing technological scalability and sustainability. This is a small business set-aside opportunity under the SBIR/STTR mandate, restricted to organizations with fewer than 500 employees, and is classified under NAICS code 221111 for electric power generation. Managed by the National Science Foundation, the solicitation was posted on May 22, 2026, with a submission deadline of July 7, 2027. While no specific physical place of performance is required, applicants must demonstrate the potential for practical implementation and impact in the U.S. energy landscape. The initiative prioritizes breakthroughs that advance clean, efficient, and resilient energy technologies while fostering innovation within small businesses to address critical national energy challenges.

Relicensing of Helms Pumped Storage Project
Solicitation # SCH2025110960
The project involves the relicensing of Pacific Gas and Electric Company’s Helms Pumped Storage Project under FERC No. 2735, with the goal of continuing operations while enhancing environmental protections and public access. PG&E seeks to maintain water transfers between Courtright Lake and Lake Wishon for power generation and storage, while replacing and rehabilitating recreation facilities, redesignating approximately 36 miles of roads and one mile of trails as official Project infrastructure, and adjusting the FERC Project boundary to better reflect operational needs. The Project includes underground tunnels, penstocks, a powerhouse, switchyard, transmission lines, and ancillary facilities, all situated within Fresno and Madera Counties along the North Fork Kings River. Environmental compliance is central to the license renewal, requiring adherence to a suite of state and federal regulations including the Clean Water Act, Endangered Species Act, and California Environmental Quality Act. Numerous condition-specific obligations are embedded in the licensing framework, enforced through detailed exhibits that serve as operational mandates rather than standard federal contract clauses. These include maintaining minimum water flows and quality, implementing adaptive management strategies, monitoring fish populations and hatchery performance, protecting endangered and threatened species, conducting archaeological surveys, controlling erosion, restoring disturbed areas, and limiting noise and seasonal operations. PG&E is responsible for annual reporting, public notifications, emergency response, cultural resource protection, wildlife habitat management, and providing public recreation access under approved plans. Oversight is coordinated by the State Water Resources Control Board, with key contacts for environmental compliance and project management provided. Submissions for environmental certification are due by December 19, 2025, and compliance is measured through annual reports and agency inspections rather than traditional procurement metrics. While no formal contract value, pricing structure, or acquisition type is specified, the project’s scope implies long-term operational and environmental management responsibilities spanning the lifetime of the new FERC license, with no indication of small business set-asides or socioeconomic classifications applying to the contractor.

Camp Far West Hydroelectric Relicensing Project
Solicitation # CFW-amend_2021100570_NOD_signed
The Camp Far West Hydroelectric Project, a 6.8-megawatt facility on the Bear River in Yuba County, California, operates under a revised water quality certification issued by the State Water Resources Control Board on October 22, 2025, amending the original certification dated May 16, 2022. The project includes Camp Far West Reservoir, dam, spillway, intake tower, powerhouse, switchyard, and two recreation areas, and the amendment primarily updates two conditions: Condition 2(D) concerning the evaluation of flows under State Clearinghouse Number 2021100570 and Condition 16 regarding the auxiliary spillway project under SCH No. 2018092009. The South Sutter Water District serves as the Lead Agency, with oversight and approval responsibilities resting with the State Water Resources Control Board, which determined that the amended certification complies with the California Environmental Quality Act, supported by a Negative Declaration finding no significant environmental impacts. There is no formal contract value, pricing structure, or procurement mechanism identified, as this is an environmental regulatory action rather than a federal procurement contract; consequently, no Federal Acquisition Regulation clauses, payment terms, invoicing systems, or contractor assessment criteria apply. Performance obligations center on continued compliance with revised flow conditions and spillway design standards to ensure water quality and ecological integrity, with no specified timeline for implementation or delivery milestones outlined. While physical access to supporting environmental documentation such as the Environmental Impact Report and Negative Declaration is available at the Water Rights Library in Sacramento, there are no formal packaging, inspection, acceptance, or reporting procedures defined within the regulatory amendment itself. Key point of contact for environmental compliance is James Kyle Noss, Environmental Scientist at the State Water Resources Control Board, and Hayden Cornwell of the South Sutter Water District, though neither is formally designated as a contracting officer or representative. The project operates under state environmental law and Federal Energy Regulatory Commission licensing, but no federal acquisition systems, contractual forms, clauses, or socioeconomic certifications are involved, distinguishing it from traditional contracting frameworks.
