59--Intent to Award - Datalogger

The U.S. Geological Survey (USGS) has a
requirement for a sole source Purchase Order with Campbell Scientific
for datalogger systems.
  
The period of performance of the resulting
award will be 60 days after award.
 
USGS-Department of State Landslide Disaster Assistance Team
(LDAT) plans to purchase data loggers and accessories required to maintain data
collection at landslide monitoring sites. To ensure continuity of operations
and establish new landslide monitoring sites, LDAT is purchasing common
accessories and replacement parts that are most likely needed to ensure that
parts are readily available for prompt donation and installation on an as
needed basis.
Therefore,
it intends to make a direct award to Campbell Scientific on a sole
source basis under the authority of FAR Overhaul (RFO) 12.102(a).
 
 
This is not a request for competitive quotations
or proposals but rather an intent to award sole source notification.

New contract for Campbell
Scientific monitoring equipment.
3.
Description of Supplies or Services.
The U.S.
Geological Survey (USGS), Natural Hazards Mission Area requests award of a
noncompetitive procurement to Campbell Scientific for a variety of data
acquisition and control equipment to repair, replace, or install donated
technical assistance instrumentation for landslide monitoring. The anticipated
period of performance is 60 days after award.

Statutory Authority The
proposed action may be awarded on a sole source basis under the authority of
FAR Overhaul (RFO) 12.102(a).
 
5.
Rationale Supporting Use of Citation in No. 5.
The requisition requests Campbell Scientific products to meet unique
requirements of compatibility with existing USGS monitoring systems. These
include such items as: (1) robust field serviceability, (2) specifically
designed for landslide applications, and (3) especially compatible with
existing USGS Landslide Hazard Program data storage and archiving systems to
ensure data sharing and support. The data loggers are uniquely made to work
with a variety of different vendors¿ sensors and work with USGS data analysis
programs. No other instrumentation will meet the unique operational and end
users needs of this equipment.
 
 
6. The
Efforts to Identify Additional Sources Including the Market Research Conducted.

Market research consisted of
conducting internet searches and reviewing other known vendors and equipment of
ADCP¿s. Other systems are costly and bulky and would require more work to carry
extra gear. No other remote system or attachments were available that would not
compromise the quality of streamflow data collection with a TRDI instrument.
 
 
7. Other
Information. 
The requested instrumentation from the selected vendor (Campbell
Scientific) has been carefully selected to make existing landslide monitoring
networks more robust and compatible. Selecting instrumentation from another
vendor do not meet these requirements; Changing
system components at this stage would require at least two personnel to learn
new systems which is cost-prohibitive from a labor standpoint (i.e., any cost
savings in equipment would be lost by estimated 4 pay period cost expenditures
on labor per personnel),  hinder data sharing
between counterparts, and prevent USGS
from providing the requisite remote and in-country support for installation and
maintenance to LDAT counterparts.
 
8.  The Efforts to Identify
Additional Sources Including the Market Research Conducted. 
The efforts to identify additional
sources included a review of available market information, including the
technical specifications provided by different manufacturers; assessing
interoperability of data loggers, sensors and processing software; and reviewing
prior USGS procurements for similar monitoring applications. Market research
evaluated which commercially available manufacturers of data sensors and
loggers could meet USGS operational requirements, including field durability,
compatibility with multi-vendor sensors, and alignment with USGS standard
operating procedures for data collection and processing. The market research
determined that only Campbell Scientific data loggers and sensors meet all the
required field performance, field robustness, and sensor compatibility
criteria.
 
9.  Future Plans to Permit
Competition. 
The barrier to competition is the lack of interchangeability between other
manufacturers¿ base system components and those of Campbell Scientific. Future
requirements for same/similar items will be competed to the maximum extent
possible.
