The U.S. Army Contracting Command intends to issue a Firm Fixed Price contract with Raytheon Company, IDS, 350 Lowell Street, Andover, MA, Cage Code 05716, for the acquisition of PATRIOT spare parts designated as sole source. FOB Point will be Destination. Justification for other than full and open competition is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. List of the individual items (Part Number, National Stock Number and Noun), is set forth below. The following is the list of these items: 1). Control Panel, 1290-01-433-2719, 11470882; 2.) Exciter Group LO1, 5840-01-505-0104, 11479884; 3). Circuit Card Assembly, 5998-01-091-4901, 11449908; 4.) Control Logic Subassembly, 5998-01-535-3992, 11472013-2; 5.) Distribution Box, 6110-04-396-5249, 11474628; 6.) Cable Assembly; 6150-01-421-5955, 11475011. These items are restricted to Raytheon Company, Cage Code 05716, because the manufacture of these parts require special test and/or inspection facilities to determine and maintain ultra-precision quality for its function or system integrity. Substantiation and inspection of the precision or quality cannot be accomplished without such specialized test or inspection facilities. If the tests cannot be made available for the competitive manufacture of the part, the required test or inspection knowledge cannot be documented for reliable replication, or the required physical test or inspection facilities and processes cannot be economically documented in a TDP. All offerors must meet prequalification requirements in order to be eligible for award. Firms that recognize and can produce the required item described above are encouraged to identify themselves. Firms are encouraged to seek source approval in order to compete for future solicitations by accessing the website www.redstone.army.mil/cmo/ and looking under Standard Aviation and Missile Source Approval Request (SAMSAR). All responsible sources may submit an offer, which shall be considered by the Agency. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release for solicitation; however, the solicitation will not close prior to the date stated above.
