The U.S. Department of the Interior, Minerals Management Service, plans to award a firm-fixed price contract solely to Weibel Equipment of Leesburg, VA, for the procurement of a radar analyzer. This sole source, non-competitive acquisition is being conducted under FAR Part 13.5, specifically due to the unique compatibility requirements with existing Weibel radar systems used by the Redstone Technical Test Center’s Firing Test Division. The Weibel Doppler Analyzer is the only known system that can seamlessly integrate with current equipment with minimal hardware and software modifications, making it essential for missile and rocket testing operations. A thorough market survey and expert input confirmed that no other supplier or product meets the agency's technical and operational needs. This procurement will be issued by GovWorks on behalf of the Department of Interior Franchise Fund and the Redstone Technical Test Center. The intent is informational, not a solicitation for competitive bids, although responses received by the stated deadline will be considered. Given Weibel Equipment’s status as a small business and the unique technical requirements, awarding this contract to another vendor would necessitate significant modifications to the existing systems, causing inefficiency and delays. All communication regarding this procurement must be directed via email to the designated point of contact, with telephonic inquiries expressly not accepted.

This non-competitive action is being issued by GovWorks under the authority of the U. S. Department of Interior Franchise Fund on behalf of the Redstone Technical Test Center. The Firing Test Division of Red Stone Technical Test Center (RTTC) Firing Test Division has a need to procure one radar analyzer. The FSG currently has Weibel radars in support of missile and rocket testing. The Weibel Doppler Analyzer is compatible with existing equipment and can be integrated directly with the interface with minimum hardware and software changes. Weibel Equipment is a small business that can provide the only know radar analyzer that is compatible with the existing systems. Through the use of market research including literature review, internal searches, and expert knowledge from G.
