The Department of Defense is seeking information from potential suppliers for two specific SINCGARS Circuit Card Assemblies (CCAs), which are integral components of the SINCGARS Advanced System Improvement Program (ASIP) radio models: the CCA-RF and the CCA-Synthesizer. Currently, Exelis, Inc. is the sole original equipment manufacturer and supplier of these items to the Government. This Request for Information (RFI) aims to identify additional capable sources that can address deficiencies in the existing Technical Data Package (TDP), update or complete these data packages, develop necessary test fixtures, and ultimately manufacture the CCAs. The Government envisions annual requirements of 750 units for the CCA-RF and 1,500 units for the CCA-Synthesizer, with delivery expected to commence nine months post-contract award and then maintained at 250 units per month. Respondents are invited to submit white papers detailing their experience with similar complex electronic equipment, including production, testing, engineering qualifications, test equipment identification, and managing obsolescence challenges. Emphasis is placed on capabilities related to Form, Fit, and Function compliance, environmental and EMI testing, and First Article Testing (FAT) within stipulated timelines. The Government highlights that this solicitation is solely for information gathering, with no funding allocated and no obligation to procure. Responses are to be submitted electronically by a specified deadline, and proprietary information should be clearly identified. Further engagement with potential sources may occur, but participation in this RFI does not guarantee involvement in future solicitations.

Market Survey for Procurement of Spares in Support of the Secure Mobile Anti-Jam Reliable Tactical (SMART-T) Program. The Defense Logistics Agency-Aberdeen, acting on behalf of the Army Integrated Logistics Supply Center’s Strategic Sourcing Directorate, is conducting a market survey to assess industry capability to manufacture the Fiber Optic Cleaning Kit, Part Number 0831-1000, designated by NSN 6070-01-734-1554, for use in supporting the Secure Mobile Anti-Jam Reliable Tactical (SMART-T) system. This kit includes a miniature screwdriver with a 3/32-inch magnetic bit, needle-nose pliers, and 50 replacement alignment sleeves to enable maintenance personnel to clean and repair single fiber and TFOCA 2.5mm end-faces. The Government does not possess the technical data package for this part and is relying on existing physical samples or legacy procurement records to define specifications. This effort is a follow-on to a prior small-scale procurement in early 2026 for training purposes, and the current survey seeks to determine if responsible sources exist to support future production. Responses are required via a Contractor Questionnaire that demands detailed information on company capability, past performance, engineering qualifications, obsolescence management, test equipment experience, and procurement flexibility for spot buys or fixed quantity orders. All responses must include the company name, CAGE code, and a technical point of contact with email and phone number. The survey is strictly for planning and market research and does not constitute a solicitation for offers or a commitment to award a contract, nor will the Government reimburse any costs associated with response preparation. Responses are due by July 31, 2026, and must be submitted exclusively by email to the designated technical and small business contacts at Aberdeen Proving Ground, Maryland, which is also the designated place of performance. The Government will use the information gathered to evaluate competition potential, assess small business participation, and determine the optimal acquisition strategy for a future procurement action.
