The government intends to issue a contract for engineering services related to advanced RF simulator studies, including three options focused on Specific Emitter Identification (SEI) database management. This procurement is restricted to a qualified source, specifically the Mercer Engineering Research Center in Warner Robins, Georgia. While this notice serves as a notification of the government's intent and not a solicitation for competitive proposals, interested parties may express their interest and capability to fulfill the requirement or submit proposals. Responses will be reviewed within forty-five days from the publication date, or thirty days if under an existing basic ordering agreement, to help determine whether a competitive procurement will be conducted. The government retains sole discretion in deciding whether to compete the contract based on responses to this notice. Potential offerors are encouraged to communicate with the designated contracting officer, Cheryl W Janssen, for additional information or concerns. Should any issues remain unresolved after engaging with the contracting officer, an Ombudsman, Kathy Cames, is available to confidentially review serious contractor concerns without influencing the proposal evaluation or source selection process. This structured communication ensures transparency and the opportunity to address contractor issues before contract award decisions are finalized.

This is a notice of intent that WR-ALC anticipates issuing a contract for the purchase of engineering services necessary to perform advanced RF simulator study with 3 options for Specific Emitter Identification (SEI) database management. The proposed contract action is for supplies or services for which the Government intends to restrict competition to the qualified sources only, Mercer Engineering Research Center, Warner Robins GA. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. All proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All potential offerors should contact the buyer/PCO identified below for additional information and/or to communicate concerns, if any, concerning this acquisition. If the contacting officer does not satisfy your concerns, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. When appropriate, potential offerors may contact Ombudsman Kathy Cames, Chief, Contract Policy Division, at +1 (555) 000-0000. Please be prepared to identify previous contacts made by you in an attempt to resolve your concerns.
