This market survey, issued by the Department of Defense, seeks to identify qualified sources for the AN/ALQ-144C(V) Infrared Countermeasures Set and its associated spares. This mission-essential equipment is utilized on Black Hawk, Apache, and Kiowa Warrior aircraft to protect crews from heat-seeking missiles by generating and modulating invisible infrared energy. While the government provides the product drawings and system specifications, this is a pre-solicitation inquiry rather than a formal request for proposal. Prospective suppliers must possess a Secret clearance with safeguarding capabilities for the storage and modification of classified hardware. Technical requirements include the ability to perform radiometric measurements, execute electromagnetic interference testing, and employ computer science expertise for Fast Fourier Transform software generation. Additionally, firms must have high-level mechanical engineering capabilities to manufacture precise modulator fixtures and the flexibility to implement hardware or software changes based on evolving threats. Interested parties were required to respond to Hae C. Rhee by March 31, 2005.
