The USAF Academy plans to award a sole-source contract for the Energy Management Control System (EMCS) to Siemens Building Technology, Inc. The EMCS currently in use is standardized with Siemens' proprietary hardware and licensed software, which are incompatible with other brands or systems. This exclusive use of Siemens technology is essential to maintain compatibility with the existing system, which has been operational since 1978 and includes over 150,000 control points, making it one of the largest and most complex EMCS within the Department of Defense. The software programs, applications, and DDC controllers involved are proprietary and protected under patent laws, underlining the necessity for a sole-source acquisition to continue service continuity and ongoing system enhancements. The sole-source contract follows solicitation number FA7000-07-R-0043, with the North American Industry Classification System code 334512 and Standard Industrial Code 3822. The contract is classified under the Department of Defense's 10 Cons Lgc office at the USAF Academy in Colorado. This procurement is not open for competitive proposals due to the unique technical requirements and the exclusive licensing rights held by Siemens. The point of contact for this acquisition is Michella Hill at the USAF Academy, who can be reached for further information regarding the award process.
