The Washington Headquarters Services (WHS) Acquisition and Procurement Office plans to award a firm-fixed price sole source delivery order to American Science & Engineering (AS&E) for one Model 101 XLZ X-Ray Inspection System. This acquisition will be made under GSA Contract Number GS-07-F-8897D, with the PFPA Security Services Directorate requiring the device to inspect all packages entering the Pentagon via the Remote Delivery Facility. The selected X-Ray machine must include backscatter technology, which is critical for detecting organic and plastic threats such as plastic and ceramic weapons, plastic explosives, and fluids, threats that are frequently missed by traditional dual energy transmission X-ray systems. The contract addresses the Pentagon’s need for heightened security by employing a combination of transmission and backscatter X-ray technology to reliably detect both inorganic (metal) and organic (plastic-based) threats. Since AS&E holds patents for these backscatter X-ray systems, they are the sole supplier capable of providing this specific technology. The contract is managed by the Washington Headquarters Services within the Department of Defense, with key points of contact being Contract Specialists Melvina L McNeill and John AA Hundley. The procurement falls under NAICS code 334517 and is set to enhance security measures at a high priority federal facility.

Full Description

The Washington Headquarters Services (WHS), Acquisition and Procurement Office (APO), intends to award a Firm-Fixed Price sole source delivery order from GSA Contract Number GS-07-F-8897D for a Model 101 XLZ X-Ray Inspection System to American Science &Engineering (AS&E). The Government will purchase one Model 101 XLZ X-Ray machine. PFPA Security Services Directorate requires the ability to inspect all packages prior to entering into the Pentagon via the Remote Delivery Facility. PFPA requires a X-Ray machine with Backscatter. Backscatter detects the very organic/plastic threats including plastic and ceramic weapons, plastic explosives and fluids very often missed in a transmission dual energy X-ray system. Pentagon security must be able to detect with high reliability not only metals (inorganic) but plastic (organic) based threats as well. PFPA has established the use of combination transmission and backscatter X-ray technology as its primary detection systems. AS&E's backscatter X-ray inspection systems are patented and can only be supplied by them.

6525--SEP 2026 Equipment Only Consolidation
Solicitation # 36A79727Q0002
Solicitation 36A79727Q0002 is a HUBZone Small Business set-aside issued by the Department of Veterans Affairs National Acquisition Center for the September 2026 Equipment Only Consolidation. This procurement focuses on High Tech Medical Equipment (HTME), specifically targeting various imaging systems such as XR RAD, XR US, XR CT, and XR MRI for delivery to multiple VA VISN networks and stations. Competition is strictly limited to current contract holders with the VA National Acquisition Center or the Defense Logistics Agency, Troop Support. Offers are due by February 3, 2027, and must remain valid for 180 days. The government will award based on best value, where non-price factors—specifically the availability of required features and the availability of service—are considered significantly more important than price. Technical evaluations will assess how well equipment meets functional requirements and the vendor's ability to provide local and virtual technical support, repair parts, and documentation. Vendors must provide individual product pricing, as bottom-line prices will be rejected, and must treat upgrade requests as forklift upgrades with separate trade-in values. Submissions must be uploaded as a single ZIP file to Box, following strict naming conventions and folder structures, and must be accompanied by a timestamped email to the Contracting Officer. Required documentation includes a completed pre-procurement assessment questionnaire for network-connected devices. Additionally, the contract specifies that while applications training is awarded with equipment, off-site training is excluded from delivery orders and must be handled as separate modifications.
