The National Institutes of Health (NIH) is seeking to procure examination gloves, including both latex and nitrile types, in small, medium, and large sizes for use in its extensive biomedical research program across laboratories in the continental United States. This acquisition is intended to cover a base year plus four one-year option periods under a firm-fixed-price indefinite delivery (requirements) contract. The procurement will be conducted via a reverse auction process following an Invitation for Bid (IFB 263-03-B(BD)-0048), with the anticipated release of the solicitation around February 28, 2003, and a response deadline approximately 30 days later. The Government plans to award the contract on an all-or-none basis and seeks to work exclusively with qualified small business manufacturers, specifically those able to supply gloves equivalent to those produced by Safeskin Corporation, in compliance with the relevant Federal Acquisition Regulation criteria defining manufacturers. This solicitation constitutes both a pre-solicitation notice and a market survey aimed at small business manufacturers of examination gloves. Interested parties must demonstrate their ability to supply all required glove categories and respond via email or fax to the designated Contracting Officer. The contract aligns with NAICS code 339113 and is set aside entirely for small businesses, in adherence with FAR 19.5 provisions. After initial evaluation of submissions, only qualified bidders will be invited to participate in the on-line reverse auction process to finalize pricing and award. The point of contact for inquiries and IFB requests is Marcia Goldman, Senior Contract Specialist at NIH.
