The VA Pittsburgh Healthcare System plans to award a sole source contract to Blue Phantom for the purchase of the Model 1800 FAST Ultrasound Training Model. This procurement supports the Veterans Health Administration's SimLEARN program, which was established to advance simulation training, education, and research for VA healthcare providers. After evaluation of various ultrasound task trainers at a 2012 conference, the Blue Phantom model was deemed the most suitable and cost-effective option for the VA's simulation needs. The uniqueness of the Blue Phantom FAST:1800 lies in its exclusive features, such as an anthropomorphic design with user-defined dynamic internal bleeding simulation in multiple body areas, capability for echocardiographic guided pericardiocentesis training, and construction from durable, self-healing SimulexUS™ tissue, protected under a U.S. patent. Blue Phantom is the sole authorized U.S. manufacturer and supplier of this model. This notice is not a request for competitive proposals but serves to inform that the government intends to negotiate solely with Blue Phantom. Interested parties may submit their interest and supporting documentation by a specified deadline; however, any decision to open a competitive procurement remains at the discretion of the contracting officer. The procurement falls under NAICS code 334510, with a small business size standard of 500 employees. The contracting office is located in Pittsburgh, Pennsylvania, with Ronald S. Mazzei serving as the contract specialist and point of contact. This acquisition aligns with VA directives to enhance clinical training capabilities through advanced simulation models uniquely offered by Blue Phantom.

The VA Pittsburgh Healthcare System intends to negotiate on a Sole Source basis with Blue Phantom, 6200 11th Avenue NE, to purchase their Model 1800 FAST Ultrasound Training Model, for the following reasons: In July 2009, the Acting Under Secretary for Health (USH), Veterans Health Administration, U.S. Department of Veterans Affairs approved the establishment of SimLEARN, a national simulation training, education, and research program for the Veterans Health Administration (VHA). This purchase supports this directive. Therefore, Department of Veterans Affairs (DVA) has a minimum need to purchase a Blue Phantom FAST:1800 FAST Ultrasound Training Model. Vendors of ultrasound task trainers were evaluated at the ISMH conference in January 2012. The Blue Phantom model was found to meet the needs of our simulation center and was cost effective in comparison to other models. Other vendor models were significantly higher priced. It is essential to the Government's needs to purchase the Blue Phantom Brand FAST:1800 Ultrasound Training Model, for the above reasons, and since it contains the following unique technology that is not available in any other manufacturer's model: Blue Phantom FAST models contain unique technology that would benefit the clinical training in the Pittsburgh VA that is only available from Blue Phantom. The unique features of Blue Phantom's FAST:1800 models are: 1. Anthropomorphic ultrasound model containing user defined dynamic internal bleeding of the spleen, pericardium, peri-hepatic space, and pelvis. 2. Anthropomorphic ultrasound model that can be used for echocardiographic guided pericardiocentesis procedures 3. The model is constructed using Blue Phantom's SimulexUS™ tissue which is uniquely durable and self-healing (US Patent # 7,255,565) Blue Phantom is also the sole exclusive manufacturer and supplier of their FAST:1800 Ultrasound Training Model in the United States. This Notice of Intent is NOT a request for competitive proposals. Parties may identify their interest; accompanied by supporting literature, to the Contracting Officer no later than 4/23/2012 COB.
