The Department of Veterans Affairs Medical Center in Philadelphia plans to award a sole source contract to BARRX Medical Inc. for specialized Radio-Frequency Ablation (RFA) equipment used to treat Barrett's Esophagus, a precursor to esophageal cancer. This procurement, conducted under FAR 6.302-1 due to only one responsible source being available, will provide essential devices including an electrosurgical generator, sizing balloons, treatment catheters, and guidewires necessary to deliver radiofrequency energy for the effective prevention of esophageal cancer. The unique nature of the equipment and its critical role in addressing a high-risk medical condition justify the exclusive procurement from BARRX Medical Inc. While this notice is not a solicitation for competitive quotes and no solicitation documents will be issued, other manufacturers are invited to submit detailed written evidence demonstrating their capability to meet the requirements by a specified deadline. Such responses will be evaluated solely to determine if a competitive procurement is warranted. If no viable alternatives are presented by that time, the VA Medical Center will proceed with awarding the contract to BARRX Medical Inc. This contract falls under NAICS code 334510 and aims to fulfill a vital healthcare need for veterans at risk of developing esophageal cancer.
