The Department of Veterans Affairs in Columbus, Ohio, plans to negotiate a sole source contract with GE Healthcare to upgrade their GE Centricity PACS Server Hardware. The current system is outdated and requires replacement to ensure the continued operation and quality of care in the Radiology Department at the Chalmers P. Wylie VA Ambulatory Care Center. The upgrade involves proprietary components and services including software for broker conversion, testing software, full PACS software packages, project management, and IT professional services related to DICOM standards. The VA has determined that GE Healthcare is the only provider capable of meeting the specific technical requirements, leading to the intent to proceed with a sole source procurement under FAR 6.302, which allows for contracting without competition when only one source can fulfill the agency’s needs. Interested firms that believe they can provide the required equipment and services are invited to submit written evidence within five calendar days from the announcement date to demonstrate their capability, although the VA does not anticipate competitive quotes or solicitation documents for this procurement. If no qualifying responses are received, the VA will move forward with contracting directly with GE Healthcare. The contract is associated with NAICS code 423450, which pertains to IT and computer equipment wholesale trade, and is managed through the VA’s Network Contract Office 10 located in Dayton, Ohio. The designated contracting officer for this project is Gina P. Crank, who can be contacted for further information or submissions.
