The VA NY/NJ Veterans Integrated Service Network (VISN3) plans to directly contract with RGH Enterprises, Inc. dba Independence Medical for direct-to-patient delivery services under the authority of FAR 6.302-1(a)(2), citing sole-source justification. This procurement aims to supplement an existing VISN-wide Federal Supply Schedule Blanket Purchase Agreement (FSS-BPA) awarded to Independence Medical, allowing for the addition of direct shipping services not included in the base contract. The initiative focuses on enhancing the efficiency of medical supply distribution by shipping products directly to veterans' homes, thereby reducing delivery time from four to two days, avoiding out-of-stock scenarios at centralized mail order pharmacies (CMOPs), and minimizing the need for warehousing at VISN3 facilities. The contractor must be approved as a healthcare provider eligible to ship prescription medical supplies and equipment. This notice serves as a preliminary communication rather than a solicitation, requesting responses by November 8, 2011, to determine whether to proceed with a sole-source or competitive procurement. Responses must demonstrate the capability to meet contract requirements and should be submitted by fax or email to the designated contracting officer. Telephone inquiries are not accepted. The effort is classified under NAICS Code 423450 and SIN code 65 II A, and the government retains sole discretion on competition decisions based on information received. The overall goal is to streamline logistics, improve service delivery to veterans, and support medical supply needs within VISN3 using the unique capabilities of Independence Medical.
