The Great Lakes Acquisition Center, on behalf of the Edward Hines Jr. VA Hospital, intends to award a sole source contract to GE for upgrading the network infrastructure of the GE Patient Monitoring Network. The procurement includes fifteen HP switches, comprising three 24-port switches, one 48-port switch, one fiber switch, and ten SFP modules, along with design, installation, commissioning services, and removal of existing 3Com switches. The current 3Com switches are obsolete, unavailable for repair, and must be replaced with HP switches to ensure reliability and sustainability of the patient monitoring system, which is critical for bedside monitors to communicate with nurses' stations. This contract is to be awarded under the authority of 10 USC 2304(c)(1) and FAR 6.302-1, citing GE as the only responsible source due to the proprietary nature of the installation and configuration required for integration with existing GE equipment. The total contract value is approximately $36,101.59. The procurement is categorized under NAICS code 334510 with a size standard of 1,250 employees. While this is a notice of intent to sole source rather than a solicitation, interested parties may submit quotes by November 22, 2016, though the government retains discretion over competitive actions. The unique proprietary integration requirement prevents other suppliers, including SDVOSB or VOSB businesses, from fulfilling this need.
