The Department of Veterans Affairs plans to award a sole source order to ALVAREZ LLC, a Service-Disabled Veteran-Owned Small Business and HUBZone Small Business, under the NASA SEWP V GWAC for the procurement of Philips IntelliVue Microstream Extension modules and associated B06 Add Dual IBP and temperature functionality. These systems are critical to sustaining and expanding the VA’s existing Philips IntelliVue patient monitoring infrastructure, ensuring continuous end-tidal carbon dioxide, invasive blood pressure, and temperature monitoring for clinical care. The selection of ALVAREZ LLC is based on its status as an authorized SEWP V contractor capable of delivering equipment that is fully compatible with the VA’s current hardware, software, and biomedical support environment. Choosing an alternative vendor would necessitate costly and disruptive replacement of existing components, extensive reintegration efforts, and staff retraining, making this sole source approach both operationally necessary and fiscally prudent under FAR 16.505(b)(2)(i). The procurement is classified under NAICS Code 541519 for Other Computer Related Services and is set aside exclusively for SDVOSBs. Interested parties may submit technical documentation demonstrating their ability to provide the exact Philips equipment, including Product No. 867041 and the B06 Add functionality, along with verified compatibility with the VA’s current monitoring systems and all required implementation services under the SEWP V contract. Responses must confirm that any proposed solution will not degrade performance or functionality in the existing environment. Submissions are due by 11:59 p.m. Central Time on July 24, 2026, and must be sent via email to mario.russell@va.gov. This notice is not a competitive solicitation but serves to validate potential sources, while the order remains reserved for ALVAREZ LLC unless an alternative capable source is identified. The acquisition falls under contract office 36C249 in Murfreesboro, Tennessee, with performance designated for Lexington, Kentucky, and is overseen by Contract Specialist Mario Russell.
